c) This Chapter provides for the regulation of discharges into the <br /> City's wastewater disposal system through the issuance of per- <br /> mits to certain users and through enforcement of the general <br /> requirements for the other users, authorizes monitoring and <br /> enforcement activities, requires user reporting, and provides <br /> for the setting of fees for the equitable distribution of <br /> costs resulting from the program established herein. <br />d) This Chapter shall apply to the City of Lakewood and to per- <br /> sons outside the City who are, by contract or agreement with <br /> the City, users of the City wastewater disposal system. Ex- <br /> cept as otherwise provided herein, the City Engineer shall <br /> administer, implement and enforce the provisions of this <br /> Chapter. <br /> <br />Section 913.02: DEFINITIONS <br /> a) Unless the context specifically indicates otherwise, the follow- <br /> ing terms, as used in this Chapter, shall have the meanings here- <br /> inafter designated: <br /> <br /> 1) Act - The Federal Water Pollution Control Act also known <br /> as the Clean Water Act, as amended, 33 U.S.C.1251 <br /> et seq. <br /> <br /> 2) Biochemical Oxygen Demand '(BOD5) - The quantity of oxygen <br /> utilized in the biochemical oxidation of organic <br /> matter under standard laboratory procedure in <br /> five (5) days at 20°Centigrade expressed in terms <br /> of weight and concentration (milligrams per liter <br /> (mg/1). <br /> 3) Building Drain - That part of the lowest horizontal piping <br /> of ~ drainage system which receives the discharge from soil, <br /> waste, and other drainage pipes inside the walls of the <br /> building and conveys it to the building sewer, beginning <br /> outside the inner face of the building wall. <br /> <br /> 4) Building Sewer - The extension from the building drain to <br /> the n~unic%p"A1 sewer or other place of disposal. <br /> <br /> 5) City - The City of Lakewood or the City Council of Lakewood. <br /> <br /> 6) Commercial User - A commercial business discharging wastewater; <br /> users not catagorized as residential or industrial. <br /> <br /> 7) Cooling Water - The water discharged from any use as air con- <br /> di'tioning, cooling or refrigeration, or during which the only <br /> constituent added to the water is heat. <br /> <br /> 8) Engineer - This means the City Engineer or the Engineer's duly <br /> authorized deputy, agent or representative. <br /> <br /> 9) Garbage - Solid wastes from the preparation, cooking and dis- <br /> pensing' of food, and from the handling; storage and sale of <br /> produce. <br /> <br /> 10) Industrial User - A person who discharges to the City's waste- <br /> water disposal system liquid wastes resulting from the process <br /> employed in industrial or manufacturing, or from the develop- <br /> ment of any natural resource. <br /> <br /> <br />
