j) ~here preliminary treatment of flow-equalizing facilities are pro- <br /> vided for any waters or wastes, they shall be maintained continu- <br /> ously in satisfactory and effective operation by the owner at his <br /> expense. <br /> <br />k) Monitoring facilities to allow inspection, sampling, and flow <br /> measurement of the building sewer and/or internal drainage sys- <br /> tems shall be provided and operated by all significant indus- <br /> trial users or other industrial user ~which may have a significant <br /> effect .as determined by the City Engineer. The monitoring facility <br /> should normally be situated on the user's premises, but the City <br /> Engineer may, when such a location would be impractical or cause <br /> undue hardship on the user, allow the facility to be constructed <br /> in the public street or sidewalk area and located so that it will <br /> not be obstructed by landscaping or parked vehicles. There shall <br /> be ample room in or near such sampling manhole or facility to allow <br /> accurate sampling and compositing of samples for analysis. The facility, <br /> sampling, and measuring equipment shall be maintained at all times in a <br /> safe and proper operating condition at the expense of the user. Whether <br /> constructed on public or private property, the sampling and monitoring <br /> facilities shall be provided in accordance with the City Engineer's <br /> requirements and all applicable local construction standards and <br /> specifications. Construction shall be completed within ninety (90) <br /> days following written notification by the City Engineer unless a <br /> time extension is otherwise granted by the City Engineer. <br /> <br />1) Ail measurements, tests, and analyses of the characteristics of waters <br /> and wastes to which reference is made in the ordinance shall be deter- <br /> mined in accordance with the latest edition of "Standard Methods for <br /> the Examination of Water and Wastewater," published by the American <br /> Public Health Association, and shall be determined at the control <br /> manhole provided, or upon suitable samples taken at said control <br /> manhole. In the event that no special manhole has been required, <br /> the control manhole shall be considered to be the nearest downstream <br /> manhole in the public sewer to the point at which the building sewer <br /> is connected. Sampling shall be carried out by customarily accepted <br /> methods to reflect the effect of constituents upon the wastewater <br /> disposal system and to determine the existence of hazards to life, <br /> limb and property. The particular analyses involved will determine <br /> whether twenty-four (24) hour composite of all outfalls of a premise <br /> is appropriate or whether a grab sample or samples should be taken. <br /> Normally, but not always, BOD and suspended solids analyses are ob- <br /> tained from 24-hour composites of all outfalls whereas pH's are <br /> determined from periodic grab samples. <br /> <br />m) No statement contained in this article shall be construed as prevent- <br /> ing any special agreement or arrangement between the City of Lakewood <br /> and any industrial concern whereby an industrial waste of unusual <br /> strength or character may be accepted by the City of Lakewood for <br /> treatment, subject to payment therefore, by the industrial concern <br /> provided that any such discharges do not violate prohibitions con- <br /> cerning specific substances contained in Sections 913.06(a) through <br /> (1) above. <br /> <br />Section 913.07: PROTECTION FROM DAMAGE <br /> <br />a) It shall be unlawful for any unauthorized person to maliciously, <br /> willfully, or negligently break, damage, destroy, uncover, deface <br /> or tamper with any structures, appurtenance, or equipment which <br /> is part of the wastewater disposal system. <br /> <br />(11) <br /> <br /> <br />
