24) Sewer - A pipe or conduit for carrying wastewater.

<br />25) Shall - Is mandatory; May - Is permissive.
<br />
<br />26) Significant Industrial User - Any user of the City's wastewater
<br /> disposal system which (i) has a disposal flow of 50,000 gallons
<br /> or more per average work day, or (.ii) has a flow greater than
<br /> five percent (5%) of the flow in the City's wastewater disposal
<br /> system, or (iii) has in its wastes toxic pollutants as defined
<br /> pursuant to Ohio Revised Code 6111.030 and 6111.030 (r), or (iv)
<br /> has a significant impact, either singly or in combination with
<br /> other contributing industries, on the wastewater disposal system,
<br /> the quality of sludge, the system's effluent quality, or air
<br /> emissions generated by the system.
<br />
<br />27) Slug - Shall mean any discharge of water, wastewater or industrial
<br /> waste which in concentration of any given constituent or in quantity
<br /> of flow exceeds for any period of duration longer than fifteen min-
<br /> utes more than five times the average twenty-four hour concentra-
<br /> tion or flows during a normal operation.
<br />
<br />28) State - State of Ohio.
<br />
<br />29) State Disposal System Permit - Any permit (including any terms,
<br /> conditions, and requirements thereof), issued by the State pur-
<br /> suant to Ohio Revised Code 6111.303 (j).
<br />
<br />30) Storm Drain & Storm Sewer - Shall mean a sewer which carries storm
<br /> and-surface waters and drainage, but excludes wastewater and indus-
<br /> trial wastes, other than unpolluted cooling water.
<br />
<br />31) Storm Water - Any flow occurring during or following any form
<br /> of natural precipitation and resulting therefrom..
<br />
<br />32) Suspended Solids - The total suspended matter that floats on the
<br /> ~Urface'"0f, Or £s suspended in, water, wastewater or other liquids,
<br /> and which is removable by a standard glass fiber filter.
<br />
<br />33) User - Any person who discharges, causes or permits the discharge
<br /> o--~astewater into the City's wastewater disposal system.
<br />
<br />34) Wastewater - The liquid and water-carried industrial or domestic
<br /> wastes from dwellings, commercial building, industrial facilities,
<br /> and institutions, together with any groundwater, surface water,
<br /> and stormwater that may be present, whether treated or untreated,
<br /> which is discharged into or permitted to enter the City's waste-
<br /> water disposal system.
<br />
<br />35) Wastewater Disposal System or System - Any devices, facilities,
<br /> structures, equipment or works owne~ or used by the City for the
<br /> purpose of the transmission, storage, treatment, recycling, and
<br /> reclamation of industrial and domestic wastewater or necessary
<br /> to recycle or reuse water, including street sewers,, intercepting
<br /> sewers, outfall sewers, sewage collection system, pumping, power,
<br /> and other equipment, and their appurtenances; extensions, improve-
<br /> ments, remodeling, additions and alterations thereof; elements
<br /> essential to provide a reliable recycled water supply such as
<br /> standby treatment units anc clear well facilities, and any works,
<br /> including land that will be an integral part of the treatment
<br /> process or is used for ultimate disposal of residues resulting
<br /> from such treatment.
