OR~INA~C~ NO. 62-85 <br /> <br />Brown, Ch~nnock; Gatl.ag~er~ Graham, <br />~cBride, Salmon, ¥1endling <br /> <br /> AN EHERGENC¥ ORDINANCE providing for the submission to the <br />electors of the City of s proposed mend~ent to the A~ended Charter of <br />the City of L~kewood to require the Civil Semite C~ission to submit <br />rec~ended salaries and other c~ensation for the offices of <br />members of Council, President of Council and Vice President of Council <br />for the next ensuinS te~ of office, ~ich reco~endations are adv~so~ <br />only. <br /> <br /> I/HEREAS, pursuant to the A~mnded Charter of the City ~nd the <br />Constitution of the State of Ohio, the Council has determined to <br />author£ze and direct the sub~ission to the electors of the City of <br />~kevood of-the proposed Charter ~en~ent hereinafter met forth, at the <br />general and regular ~nicipal election to be held on Nov~ber ~, 1985, <br />vhich election is no~ less than 60 nor ~re ~han 120 ~ys from ~he ~e <br />of passage of this ordinance; and <br /> <br /> I~HEREAS, this Council by two-thirds vote of the members elected <br />thereto determines that this ordinance ils an emergency measure which is <br />necessary for the immediate preservation of the public peace, property, <br />health and safety and for the further reason that this ordinance must be <br />immediately effective in order to permit the election herein called to <br />be held on the date specified in this ordinance; <br /> <br /> NOW, THEREFORE, BE IT ORDAINED by the Council of the City of <br />Lakewood, Cuyahoga County, Ohio: <br /> <br /> Section 1. That this Council hereby authorizes and directs <br />the submission to the electors of the City of Lakewood at the general <br />and reKular municipal election to be held at the usual places of voting <br />in the City on Tuesday, November 5, 1985, of the follovinS proposal, to <br />amend the Amended Charter of the City. <br /> <br /> That Article XIII of the Amended Charter of the City of <br />Lakewood be amended by the addition of Section 7 thereof to read as <br />follows: <br /> <br />SECTION 7. ADVISORY SALARY RECOHNt~DATIONS. <br /> <br /> On or before July 1, 1986, and each July 1st of <br />each second year thereafter, the Civil Service <br />Commission shall review and ~ake a ~rritten report to <br />the Council, which report shall be filed with the <br />Clerk of Council and the liayor, setting forth the <br />Co~ission's rec~endations /or the salary and <br />other compensation to be established for the offices <br />of Hayor, members of Council, President of Council <br />and Vice President of Council for the next ensuing <br />term of office. The recommendations of theCo~is- <br />sion shall be advisory only, shall have no binding <br />effect and shall not restrict the powers of the <br />Council to establish salaries end other compensation <br />for such offices pursuant to this Charter. The <br />failure of the Commission to muke the recommendations <br />required by this Section shall not affect the <br />validity of salaries or other compensation for such <br />officers established by the Council pursuant to this <br />Charter. <br /> <br /> Section 2. That if the foregoing proposed ~endment is <br />approved by a ~aJority of the electors voting thereon at such election, <br /> <br /> <br />
