WHEREAS, said applicmnt must, of necessity, use the streets <br />and highways of the City of Lakewood for the purpose of <br />installing and maintaining and operating its system; and <br /> <br /> WHEREAS, the Council believes that Lakewood customers of <br />Cox Cable Cleveland Area, Inc., should not be required to pay <br />higher monthly service rates than other Cox Cable Cleveland <br />Area, Inc., customers; and <br /> <br /> WHEREAS, the Council is sensitive to and mindful of the <br />concerns and problems of its senior citizens, and particularly <br />the problems faced by those on fixed incomes; and <br /> <br /> WHEREAS, the City desires that some regulation over said <br />cable service be promulgated: <br /> <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br />LAKEWOOD, STATE OF OHIO: <br /> <br />SECTION 1.
