Mayor Sinagra moved the Victoria assessment be reduced to $5.50 per foot.
Second Mr. John Gallagher. The motion on the floor was voted upon and
carried.

NICHOLSON (Detroit/Lake)

Mr. Mark Urban, 1337 Nicholson, presented the board with pictures taken
by him and a personal, 11 hour survey which indicated a little less than
3,000 vehicles using Nicholson during that period. (The City's traffic
count indicated 4,282 vehicles between Detroit & Clifton and 5,441 vehicles
between Clifton & Lake during their 12 hour period.) Mr. Urban's report
showed use of Nicholson by various suburban school buses, delivery
vehicles, City vehicles, fire trucks, and moving vans.

Mr. Glen Walker, 1250 Nicholson, oresented his statement that Nicholson
is busier than most residential streets with various delivery trucks; His
report continued that in 1973 Ohio Bell Telephone broke up the base which
had previously been in good condition. A water main break in 1980 under-
mined the pavement. Nicholson furnishes access to the east-west streets
of Donald, Emerson, Jackson, Harlan, and Merl.

Mrs. Dorothy Trend, 12999 Clifton, owner of a corner lot, was given the
formula for figuring such assessments by Mr. Hugh Gallagher. To her
benefit was the fact that Clifton had been resurfaced seven years ago
completely with county funds and no cost to the individual homeowner. Many
corner properties do not have this advantage.

Mrs. Max Bowen, 13002 Clifton, asked if the portion between Lake & Clifton
could be designated a state route so the State would pick up the tab and
could RTA absorb some of the cost. Mayor Sinagra assured her that RTA
would not contribute to the expense as they were not legally bound to do
so. The City will check the situation regarding the treelawn weeds and'
access to the bus stop.

Mr. Edward Graham, Ward III Councilman, suggested a reduction of 50% in
the assessment based on similarity to Cohassett and Belle Avenue by
Lakewood Park. Mayor Sinagra agreed that a substantial reduction was in
order.

Mr. John Gallagher commented that parkin.q causes depressions, also.
Councilman Gallagher moved that the' assessment be reduced
to $3.50 per foot. Second by Mayor Sinagra. Carried.

Meeting adjourned at 8:28 p.m.

LAM/gvp

Respectful ly submitted,
Secretary
