Mrs. Combs continued that there is a manhole in front of her house and <br />digging to reach utility lines on her side of the street causes deteriora- <br />tion of the curbs. <br /> <br />Mr. Hugh Gallagher stated that bad sections of curb would be taken care <br />of. This expense is not included in the assessments, however, the City <br />will absorb this cost and it will not be assessed. <br /> <br /> Mrs. Roberta Newman, 2059 Atkins, questioned the share to be paid by the <br />'apartment owners because of the extensive use of the street .for their <br /> tenant's parking. <br /> <br />In defense Of apartment dwellers, Mrs. Virginia Benson of Nicholson Ave. <br />said these people are paying taxes to Lakewood and the communities where <br />they are emplOyed. <br /> <br />Mayor Sinagra stated that no zoning provisions for parking lots or drive- <br />ways existed at the time of building these apartments. <br /> <br />A traffic survey by the City showed 1,587 vehicles had used Atkins during <br />a 6:00 a.m. to 6:00 p.m. period, an average count. <br /> <br />Mr. Blackie moved the assessment stay at the estimated $6.50 figure. <br />Second by Mr. Mikula. Carried. <br /> <br />VICTORIA AVE. (Hilliard to Detroit) <br /> <br />Edith Hebrank of Arthur Ave., speaking for 1420 Victoria, felt penalized <br />because of the amount of traffic. The City's traffic count showed a count <br />of 3,435 vehicles during the 6:00 a.m. to 6:00 p.m. period. According to <br />information supplied Mayor Sinagra, vehicular traffic does not deteriorate <br />a road unless in a magnitude of McKinley's 8-9,000 per day which does <br />accellerate deterioration. Mr. Hugh Gallagher agreed with this informa- <br />tion, adding that age of the surface & weight of the vehicles are factors <br />also. A surfac'e 20-30 years old needs to be replaced. Victoria was last <br />done in 1957. <br /> <br />Mr. John Ebenger, 1516 Victoria, stated the traffic was not just cars but <br />numerous trucks using Victoria in order to proceed westbound on Detroit <br />as the "no left turn" at Warren & Detroit prevents this. <br /> <br />Mr. Kleinweber informed the body that the Traffic Signal Upgrading Project <br />currently being installed and scheduled for August 1986 completion would <br />include a left turn lane for northbound Warren Road traffic. -' <br /> <br />Mayor Sinagra questioned the advisability of investing in resurfacing <br />Victoria as the pending development between Warren and Victoria would <br />involve heavy construction. <br /> <br />Mayor Sinagra recommended that Victoria be the last street on the schedule <br />with September being the latest time for such construction. In this way <br />if construction on the development goes forward, plans could be adjusted. <br /> <br /> <br />
