BOARD OF REVISIONS OF ASSESSMENTS MEETING - April 23, 1986 <br /> <br />1986 RESIDENTIAL RESURFACING PROGRAM <br /> <br />The meeting was called to order at 7:30 p.m. by Mayor Anthony C. Sinagra, <br />Chairman. Other voting members present were: Council President John Gal- <br />lagher; William Blackie, Law Director; Leonard Mikula, Finance Director; <br />and Robert N. Kleinweber, Director of Public Works. Also present as a <br />non-voting member was Hugh Gallagher, City Engineer. <br /> <br />Mayor Sinagra welcomed those in attendance and explained that the duties <br />and the personnel of this board were outlined by the City Charter. His <br />brief history of Lakewood's street resurfacing informed the audience that <br />prior to this administration, such work was done by contractors. The <br />program was so expensive that only 15 streets were resurfaced over a. <br />seven-year period. <br /> <br />Life' expectancy of a street surface is between 20 and 30 years. To keep <br />up with the natural wear and tear, a program was needed. By initiating <br />an "in-house" program, the cost to the homeowners and the City was reduced <br />by 50-75%. Even with inflation, today's program can accomplish a better <br />product at a lower cost with the owner's portion being $6.50 per foot. <br /> <br />Audience representation by street consisted of: <br /> <br /> 0 - Phelps Ave. <br /> 4 - Atkins Ave. <br /> 2 - Victoria Ave. <br /> 9 - Nicholson <br /> <br />~r. Mikula explained the Special Assessment Payment Process.Mrs.D. <br />Trend, 12999 Clifton, inquired what happened if the owner could not afford <br />to pay the assessment. Mr. Mikula responded that it would become a lien <br />against the property. <br /> <br />PHELPS AVE. - Ho comments were received from the audience. <br />moved the assessment of $6.50 per foot be implemented. <br />Blackie. Carried. <br /> <br /> The chairman <br />Second by Mr. <br /> <br />ATKINS AVE. (Madison to Hilliard) - LaSt resurfacing was in 1960. <br /> <br />Mr. Blosser, Atkins resident, questioned the integrity of the street and <br />i%s ability to carry traffic as it is now and when it is complete. <br /> <br />Hr. Hugh Gallagher stated that plans call for bad base areas to be <br />replaced. As to Hr. Blosser's suggestion to keep trucks servicing Madison <br />Ave. businesses off Atkins, posting of signs should keep these trucks off. <br /> <br />Mrs. Virginia Combs, 2054 Atkins, stated .that delivery trucks come off <br />Hilliard and use Atkins. r4r. Kleinweber stated that trucks must be permit- <br />ted use of the street in order to return to the truck route, however, 6-ton <br />limit signs would be posted. <br /> <br /> <br />
