BOARD OF REVISION OF ASSESSMENTS MEETING <br />THURSDAY, APRIL 30, 1987 - 7:30 P.M. <br />1987 RESIDENTIAL STREET RESURFACING PROGRAM <br /> <br />Mayor Anthony C. Sinagra called the meeting to order at 7:30 P.M. Voting <br />members present were: Mayor Anthony C. Sinagra, Chairman; John P. <br />Gallagher, Council President; Leonard A. Mikula, Director of Finance; <br />William E. Blackie, Director of Law; and Robert Kleinweber, Director of <br />Public Works. Also present was Hugh M. Gallagher, City Engineer and <br />Advisor to the Board. Mayor Sinagra gave a brief history of street <br />resurfacing in the City of Lakewood. <br /> <br />Audience representation by street consisted of approximately: <br /> <br />20 Coutant Avenue <br />8 - Arthur Avenue <br /> <br />Director of Finance, Leonard Mikula explained the payment procedure. <br />Payment is due upon receipt of the actual invoice, which is scheduled to <br />be submitted to each resident in the Fall of 1987. Payments not paid <br />will be certified to the County Auditor's Office and placed on the <br />resident's tax duplicate for a period of five years (10 semi-annual <br />installment payments at an interest rate of 6.75%). <br /> <br />Arthur Avenue (Madison to Lakewood Heights Blvd. <br /> <br />Residents of Arthur Avenue, overall, welcomed the resurfacing of Arthur <br />Avenue, which would include curb replacement as required and wheel-chair <br />ramp access. Residents were informed that the project would be completed <br />in approximately 6 weeks, upon the award of the competitive bid. City <br />Engineer Gallagher informed those present that, although parking would <br />be prohibited, residential traffic would be maintained and access to <br />driveways would not be hindered. <br /> <br />A resident expressed concern regarding the condition of the sewers and <br />water lines. Director Kleinweber explained that the sewers and water <br />lines had been examined and found to be in good condition. <br /> <br />Chairman Sinagra moved that the assessment of $7.00 per front foot be <br />adopted. Second by Mikula. Motion adopted unanimously. <br /> <br />Coutant Avenue (Detroit Avenue to Madison Avenue) <br /> <br />Councilman Gallagher explained in detail the unique situation of Coutant <br />Avenue. Coutant Avenue experiences an unusual amount of truck traffic <br />as a result of the location of several automobile dealerships. In <br />addition, traffic is experienced due to the location of Lake Erie Screw <br />Corporation, Burger King and Lakewood's Gold Coast. Lastly, these same <br />establishments use Coutant Avenue to' park during the normal business <br />day. As a result of these circumstances, Councilman Gallagher felt that <br />there should be no assessment to the residents of Coutant Avenue. <br /> <br /> <br />
