ORDINANCE NO: 65-87 BY: Brown, Chinnock, Gal lagher, Graham, McBride, Salmon, Wendling AN EMERGENCY ORDINANCE authorizing the Civil Service Commission to enter into an agreement with Police Consultants, Inc. to review the exam process and compile, administer and score the written examination for the position of Police Officer WHEREAS, the Civil Service Commission is authorized under City Charter and State Code to secure outside professional services when necessary to prepare, conduct and grade exams for classified employees, and WHEREAS, the Civil Service Commission has reviewed the proposal of Police Consultants, Inc. and finds said company to be qualified and capable of providing the necessary services, and WHEREAS, the Police Department is now in need of additional Officers, and Police Officer exams should be given at the earliest possible time, and WHEREAS, this ordinance constitutes an emergency measure providing for the immediate preservation of the public health, safety and welfare; now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Civil Service Commission be and it is hereby authorized and directed, for on behalf of the City of Lakewood to enter into an agreement with Police Consultants, Inc., 825 N. Cass Avenue, Westmont, Illinois to review the exam process, and compile, administer and score the written examination for the position of Police Officer for the City of Lakewood, said agreement to be substantially in the form as set forth in the company's proposal attached hereto as exhibit "A". Section 2. That the cost of said services hereby authorized is not to exceed $20,000 and shall be paid from the General Fund. Section 3. That it is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all such deliberations of this Council and any of its committees that resulted in such formal action, were in meetings open to the public, in compliance with all legal requirements. Section 4. That this ordinance is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor; otherwise, it shafl~~ct and be in force after the earliest period Adopted: Approved:~~ o~/y / ~c~7
