ORDINANCE NO. 49-88 <br /> <br />PLEASE SUBSTITUTE FOR ORDINANCE 49-88 PLACED <br />FIRST READING ON JUNE 20, 1988, AND ON SECOf~ <br />READING ON JULY 5, 1958. <br /> <br />BY: <br /> <br />Brown, Chinnock, Gallagher, Gazzana <br />George, Graham, Wendling <br /> <br /> AN EMERGENCY ORDINANCE authorizing and directing the Mayor, <br />on behalf of the City of Lakewood, to enter into a contract with the <br />Lakewood Board of Education, if and after the Board of Education has <br />adopted a companion Resolution to create a Lakewood Child Care <br />Services Director, in accordance with the ordinances adopted by the ~- <br />City of Lakewood, in particular Ordinance No. 48-88, which created the <br />Lakewood Child Care Services Advisory Board. <br /> WHEREAS, this ~ordinance constitutes an emergency measure <br />providing for the immediate preservation of the public health, safety <br />and welfare, and <br /> WHEREAS, our children are our most precious asset and <br /> assistance in providing quality child care facilities and programs is <br /> an essential element of the preservation of the future of our <br /> community; now, therefore, <br /> BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> Section 1. That the Mayor, on behalf of the City of <br /> Lakewood be and he is hereby authorized and directed to enter into a <br /> contract with the Lakewood Board of Education for the establishment of <br /> the office of Lakewood Child Care Services Director and said contract <br /> to contain all necessary provisions for the preservation of the public <br /> health, safety and welfare as well as the following: ~ <br /> <br /> 1. The contract will provide for the creation, under the <br /> supervision and control of the Lakewood Board of <br /> Education, of a Lakewood Child Care Services Director, <br /> who shall be an employee of the Lakewood Board of <br /> Education. <br /> 2. The contract shall provide that the City shall pay to <br /> the Lakewood Board of Education as reimbursement for <br /> services rendered to the City of Lakewood and its <br /> c~t~zens by the Board of Education through the Child <br /> Care Services Director an amount equal to $30,000. <br /> 3. The contract shall provide that the operations of the <br /> Department be in accordance with Ordinance No. 48-88 <br /> adopted creating the Lakewood Child Care Services <br /> Advisory Board and shall contain such other provisions <br /> as are necessary for the implementation of the intent <br /> of that ordinance. <br /> 4. The contract shall contain provisions setting forth the <br /> services to be rendered to the City by the Board of <br /> Education through the Lakewood Child Care Services <br /> Director in consideration of the grant of $30,000 paid <br /> to the Board. <br /> 5. The contract shall contain such provisions as are <br /> necessary to clarify the rights, responsibilities and <br /> legal relationships of the parties. <br /> 6. The contract shall provide for description of the <br /> general duties of the Director of Lakewgod Child Care <br /> Services, which shall include but not be limited to: <br /> Assisting child care providers in meeting State <br /> and City guidelines for child care services; <br /> b) Serving as liason for parents/guardians; and <br /> <br /> providing information and responding to <br /> parents/guardians participating in Lakewood Child <br /> Care; <br /> c) Cooperating with Lakewood Child Care providers in <br /> an effort to ensure the highest quality care at <br /> competitive costs; <br /> d) Assisting child care providers in completion of <br /> documents and other matters required to obtain any <br /> necessary City permits; <br /> <br /> <br />
