ORDINANCE NO. 49-88 PLEASE SUBSTITUTE FOR ORDINANCE 49-88 PLACED FIRST READING ON JUNE 20, 1988, AND ON SECOf~ READING ON JULY 5, 1958. BY: Brown, Chinnock, Gallagher, Gazzana George, Graham, Wendling AN EMERGENCY ORDINANCE authorizing and directing the Mayor, on behalf of the City of Lakewood, to enter into a contract with the Lakewood Board of Education, if and after the Board of Education has adopted a companion Resolution to create a Lakewood Child Care Services Director, in accordance with the ordinances adopted by the ~- City of Lakewood, in particular Ordinance No. 48-88, which created the Lakewood Child Care Services Advisory Board. WHEREAS, this ~ordinance constitutes an emergency measure providing for the immediate preservation of the public health, safety and welfare, and WHEREAS, our children are our most precious asset and assistance in providing quality child care facilities and programs is an essential element of the preservation of the future of our community; now, therefore, BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That the Mayor, on behalf of the City of Lakewood be and he is hereby authorized and directed to enter into a contract with the Lakewood Board of Education for the establishment of the office of Lakewood Child Care Services Director and said contract to contain all necessary provisions for the preservation of the public health, safety and welfare as well as the following: ~ 1. The contract will provide for the creation, under the supervision and control of the Lakewood Board of Education, of a Lakewood Child Care Services Director, who shall be an employee of the Lakewood Board of Education. 2. The contract shall provide that the City shall pay to the Lakewood Board of Education as reimbursement for services rendered to the City of Lakewood and its c~t~zens by the Board of Education through the Child Care Services Director an amount equal to $30,000. 3. The contract shall provide that the operations of the Department be in accordance with Ordinance No. 48-88 adopted creating the Lakewood Child Care Services Advisory Board and shall contain such other provisions as are necessary for the implementation of the intent of that ordinance. 4. The contract shall contain provisions setting forth the services to be rendered to the City by the Board of Education through the Lakewood Child Care Services Director in consideration of the grant of $30,000 paid to the Board. 5. The contract shall contain such provisions as are necessary to clarify the rights, responsibilities and legal relationships of the parties. 6. The contract shall provide for description of the general duties of the Director of Lakewgod Child Care Services, which shall include but not be limited to: Assisting child care providers in meeting State and City guidelines for child care services; b) Serving as liason for parents/guardians; and providing information and responding to parents/guardians participating in Lakewood Child Care; c) Cooperating with Lakewood Child Care providers in an effort to ensure the highest quality care at competitive costs; d) Assisting child care providers in completion of documents and other matters required to obtain any necessary City permits;
