EXHIBIT "A" <br /> <br /> BOARD OF REVISION OF ASSESSMENTS MEETING <br />WEDNESDAY, JULY 12, 1989 - 7:30 P.M. <br />1989 RESIDENTIAL STREET RESURFACING PROGRAM <br /> <br />Mayor Anthony C. Sinagra called the meeting to order at 7:30 p.m. Voting <br />members present were Anthony C. Sinagra, Chairman; Edward M. Graham, Council <br />President; Leonard A. Mikula, Director of Finance; David R. Harbarger, <br />Director of Law; and Frank Ziegenruecker, Director of Public Works. Hugh M. <br />Gallagher, City Engineer and Advisor to the Board was also present. Mayor <br />Sinagra thanked the residents present for attending the meeting, and <br />explained the City's street improvement and repair program. <br /> <br />Members of Council present included William F. Chinnock, <br />Councilman-at-Large; John P. Gallagher, Ward 4, and Thomas J. George, Ward 2. <br /> <br />Councilman William F. Chinnock referred to the Administration's proposal to <br />eliminate the process of levying special assessments due to the adoption of <br />the additional $5.00 vehicle registration fee. Mr. Chinnock recommended <br />that the Board consider reducing the residential assessment to $3.00 per <br />linear foot for all streets included in the 1989 resurfacing program. <br /> <br />Councilman John Patrick Gallagher expressed his concern regarding the amount <br />of heavy traffic on Clarence Avenue. Mr. Gallagher recommended that the <br />Board give consideration to the circumstances involved and waive all <br />assessment for Clarence Avenue. <br /> <br />Councilman Thomas J. George also indicated his support of the special <br />assessment program, indicating that said program allows the City to repair <br />more streets than would be possible without the additional funding source. <br /> <br />Mayor Sinagra informed the residents present of the source of monies that <br />generate the Street Maintenance, Repair and Resurfacing Funds. In addition, <br />General Fund monies are required to supplement these operations. <br /> <br />Clarence Avenue (Madison Avenue to Lakewood Heights Blvd.) <br /> <br />Approximately 40 residents were present from Clarence Avenue. The residents <br />were concerned with the truck traffic on Clarence and the resulting <br />deterioration of their street. Individual residents expressed concern that <br />when the street is completed, if truck traffic continues, the street would <br />quickly deteriorate. <br /> <br />A question was raised regarding the recent traffic count taken on the <br />street. Mr. Gallagher, City Engineer, advised that during a 24-hour period, <br />1200 cars were recorded in the Madison Avenue to Athens Avenue block and <br />1500 cars from Athens Avenue to Lakewood Heights Blvd. <br /> <br />Councilman .Gallagher presented a survey completed by residents which <br />identified trucks that have been using Clarence Avenue on a regular basis. <br />This survey had been completed by several residents over several days, but <br />did not cover a complete 24-hour period.
