Day after Thanksgiving shall not apply to individuals working in the Refuse Department or Wastewater Treatment Plant, who shall.receive an extra personal day. Section 2. The third Monday in January or that date established by Federal law for the observation of the birthday of Dr. Martin Luther King, Jr. is hereby declared to be an annual holiday in the City of Lakewood in honor of and commemorating the anniversary of the birth of Dr. Martin Luther King, Jr., respecting his many contributions to our way of life and the American ideals of liberty, justice, equality and opportunity for all. The Mayor shall be and he is hereby authorized to implement all necessary administrative procedures to put this revised ordinance into effect, including the addition of same to any existing collective bargaining agreements. Section 3. It is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its committees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements. Section 4. That this ordinance is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all members elected to Council, it shall take effect and be in force immediately upon its adoption and approval by the Mayor; otherwise, it shall take effect and be in force after the earliest period ~ law Adopted: ~ /~/ /~ MAYOR -~
