Adopted: <br /> <br /> (b) The Director of Public Safety shall be and is <br /> hereby permitted to establish such other rush hour <br /> parking prohibitions within the City as are <br /> necessary and in the public interest. Such <br /> prohibitions shall be based upon appropriate <br /> traffic studies and upon a recommendation by the <br /> Division of Engineering of the City. Such rush <br /> hour prohibitions may include standing, stopping, <br /> parking, loading and unloading and such other <br /> specific regulations as are determined to be <br /> necessary by the Director of Public Safety based <br /> upon appropriate Engineering studies and <br /> recommendations by the Division of Engineering. <br /> <br /> ( c ) Regulations promulgated under this setion <br /> shall be effective upon the posting of appropriate <br /> signage and notification to the Chief of Police by <br /> the Director of Public Safety. <br /> <br /> Section 2. It is found and determined that all formal <br />actions of this Council concerning and relating to the passage of this <br />ordinance were adopted in an open meeting of this Council, and that <br />all such deliberations of this Council and of any of its Committees <br />that resulted in such formal action were in meetings open to the <br />public in compliance with all legal requirements. <br /> <br /> Section 3. That this ordinance is hereby declared to be an <br />emergency measure for the reasons stated in the preamble hereof and <br />provided it receives the affirmative vote of two-thirds of all members <br />elected to Council, it shall ~ake effect and be in force immediately <br />upon its adoption and approval by the Mayor; otherwise, it shall take <br />effect and be in force after the <br /> earliest period allowed b~f law. <br /> <br /> i~S I DENT <br /> <br /> <br />
