ORDINANCE NO. <br /> <br />2-92 <br /> <br /> BY: Boscia, Gallagher, George, <br />GibbonS, Roth, Seelie, Smith <br /> <br /> AN EMERGENCY ORDINANCE to amend Section 121.04 of 'the <br />Administrative Code of the Codified Ordinances of the City of Lake- <br />wood to provide for the addition of one standing committee of Coun- <br />cil. <br /> <br /> WHEREAS, Council hereby determines that the environmental <br />concerns of the citizens of the Ci'ty of Lakewood could be better <br />addressed by the establishment of an additional standing committee of <br />Council, and <br /> <br /> WHEREAS, Council further determines that it could more <br />effectively and efficiently exercise its legislative powers and <br />better serve all of the residents and business operators of the City <br />of Lakewood by establishing as a standing committee of Council an <br />Environmental Committee, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure <br />providing for the immediate preservation of the public health, safety <br />and welfare, and for the usual daily operation of a municipal depart- <br />ment in that this committee is necessary to address the environmental <br />issues and concerns of the City of Lakewood and its residents; now, <br />therefore, <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That Section 121.04 of the Administrative Code <br />of the Codified Ordinances of the City of Lakewood, now reading as <br />follows: <br /> <br />121.04 COMMITTEES. <br /> <br />At no later than the first regular meeting of <br />Council after its organization, the PreSident of <br />Council shall appoint standing committees on the <br />following named subjects: <br /> <br />(a) <br />(b) <br />(c) <br />(d) <br />(e) <br />(f) <br />(g) <br />(h) <br />(i) <br />(J) <br />(k) <br />(1) <br />(m) <br />(n) <br /> <br /> Finance; <br />Rules and Ordinances; <br />Utilities and Transportation; <br />Traffic and Safety; <br />Recreation and Juvenile Affairs; <br />City Property; <br />City Departments; <br />Hospital; <br />Zoning and Planning; <br />Commercial Development; <br />Consumer Protection; <br />Apartments and Condominiums; <br />Senior Citizens; and <br />Housing. <br /> <br />The President shall also appoint Such other com- <br />mittees as he deems necessary for the efficient <br />handling of Council business. <br /> <br />Ail Council committees shall consist of two mem- <br />bers of Council, unless otherwise determined by a <br />vote of Council except Finance, which shall con- <br />sist of three members. The report of the Chairman <br />of any committee consisting of only two members <br />shall be considered the majority report of that <br />committee in every case. Minority reports may be <br />filed by the nonassenting member. The President <br />of Council shall be an ex-officio member of all <br />committees except those on which he is a designat- <br />ed member. <br /> <br />shall be and the same is hereby amended to read as follows: <br /> <br /> <br />
