ORDINANCE NO. 2-92 BY: Boscia, Gallagher, George, GibbonS, Roth, Seelie, Smith AN EMERGENCY ORDINANCE to amend Section 121.04 of 'the Administrative Code of the Codified Ordinances of the City of Lake- wood to provide for the addition of one standing committee of Coun- cil. WHEREAS, Council hereby determines that the environmental concerns of the citizens of the Ci'ty of Lakewood could be better addressed by the establishment of an additional standing committee of Council, and WHEREAS, Council further determines that it could more effectively and efficiently exercise its legislative powers and better serve all of the residents and business operators of the City of Lakewood by establishing as a standing committee of Council an Environmental Committee, and WHEREAS, this ordinance constitutes an emergency measure providing for the immediate preservation of the public health, safety and welfare, and for the usual daily operation of a municipal depart- ment in that this committee is necessary to address the environmental issues and concerns of the City of Lakewood and its residents; now, therefore, BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That Section 121.04 of the Administrative Code of the Codified Ordinances of the City of Lakewood, now reading as follows: 121.04 COMMITTEES. At no later than the first regular meeting of Council after its organization, the PreSident of Council shall appoint standing committees on the following named subjects: (a) (b) (c) (d) (e) (f) (g) (h) (i) (J) (k) (1) (m) (n) Finance; Rules and Ordinances; Utilities and Transportation; Traffic and Safety; Recreation and Juvenile Affairs; City Property; City Departments; Hospital; Zoning and Planning; Commercial Development; Consumer Protection; Apartments and Condominiums; Senior Citizens; and Housing. The President shall also appoint Such other com- mittees as he deems necessary for the efficient handling of Council business. Ail Council committees shall consist of two mem- bers of Council, unless otherwise determined by a vote of Council except Finance, which shall con- sist of three members. The report of the Chairman of any committee consisting of only two members shall be considered the majority report of that committee in every case. Minority reports may be filed by the nonassenting member. The President of Council shall be an ex-officio member of all committees except those on which he is a designat- ed member. shall be and the same is hereby amended to read as follows:
