121.04 COMMITTEES. At no later than the first regular meeting of Council after its organization, the President of Council shall appoint standing committees on the following subjects: (a) Finance; (b) Rules and Ordinances; (c) Utilities and Transportation; (d) Traffic and Safety; (e) Recreation and Juvenile Affairs; (f) City PropertY; (g) City Departments; (h) Hospital; (i) Zoning and Planning; (j) Commercial Development; (k) Consumer Protection; (1) Apartments and Condominiums; (m) Senior Citizens; (n) Housing; and (o) Environmental. The President shall also appoint such other com- mittees as he deems necessary for the efficient handling of Council business. Ail Council committees shall consist of two mem- bers of Council, unless otherwise determined by a vote of Council except Finance, which shall con- sist of three members. The report of the Chairman of any committee consisting of only two members shall be considered the majority report of that committee in every-case. Minority reports may be filed by the nonassenting member. The President of Council shall be an ex-officio member of all committees except those on which he is a designat- ed member. Section 2. It is found and determined that all formal actions of this Council concerning and relating to the passage of this ordinance were adopted in an open meeting of this Council, and that all such deliberations of this Council and of any of its commit- tees that resulted in such formal action were in meetings open to the public in compliance with all legal requirements. 'Section 3. That this ordinance is hereby declared to be an emergency measure for the reasons stated in the preamble hereof and provided it receives the affirmative vote of two-thirds of all mem- bers elected to Council, it shall take effect and be in force immedi- ately upon its adoption and approval by the '~se, it shall take effect and be in force after by law.
