~ C~R~INANCE NO. <br /> <br />53-92 <br /> <br />PLACED ON FIRST READING & REFERRED TO FINANCE CMTE <br /> <br /> on 5/18 <br /> BY: <br /> <br /> AN EMERGENCY ORDINANCE to amend the Traffic Code of the <br /> Codified Ordinances of the City of Lakewood by amending Section <br /> 353.06 relating to off-street parking permits and applications and <br /> Section 353.08 relating to permits fees and periods. <br /> <br /> WHEREAS, the City owns and operates municipal parking <br /> facilities at various locations throughout the City and has provided <br /> by ordinance for off-street parking permits for the convenience of <br /> Lakewood businesses and employees, and <br /> <br /> WHEREAS, in the course of development of the Lakewood City <br /> Center Project the central business district has lost a large number <br /> of metered off-street parking spaces, and <br /> <br /> WHEREAS, the City is in the process of developing numerous <br />metered parking lots at locations throughout the City and requires <br />flexibility So that sufficient numbers of permits may be issued for <br />use of parking lots away from the central business district without <br />overburdening said central business district with long term permit <br />parking, and <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure <br />providing for the immediate preservation of the public health, safety <br />and welfare, and for the usual daily operation of a municipal depart- <br />ment for the reason that permits currently in effect will expire on <br />June 30, 1992 and the current permit system and rate is compounding <br />an already limited parking situation creating an undue burden for <br />LakewOod merchants and employees; now~, therefore, <br /> <br /> BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br /> <br /> Section 1. That Section 353.06 of the Traffic. Code of the <br />City of Lakewood, now reading as follows: <br /> <br />353.06 OFF-STREET PARKING PERMITS; APPLICATION <br /> <br />(a) Any person may make application to the Permit <br />Clerk on forms prescribed by the Director of <br />Public Safety for an off-street parking permit <br />which shall entitle such applicant to park at any <br />time, the automobile described in such application <br />in any metered off-street parking facility owned <br />and/or operated by the City during the permit <br />period covered by the permit except the parking <br />lot located at the southeast corner of Detroit <br />Avenue and St. Charles Avenue (Lot No. 10). <br />Permits may be renewed for additional periods upon <br />payment of the prescribed fee. <br /> <br />(b) No off-street parking permit shall be issued <br />for restricted vehicles designated in Section <br />353.05. <br /> <br />shall be and the same is hereby amended to read as follows: <br /> <br /> 353.06 OFF-STREET PARKING PERMITS; ~APPLICATION <br /> <br />(a) Any person may make application to the Permit <br />Clerk on forms prescribed by the Director of <br />Public Safety for an off-street parking permit <br />which shall entitle such applicant to park the <br />automobile described in such application in me- <br />tered off-street parking facilities, owned, operat- <br />edt leased, or provided for public parking by <br />agreement between the City and the owner during <br />the permit period covered by the permit. Off- <br />street parking permits shall only be valid in <br />those parking lots, parking facilities and/or <br />parking spaces designated in accordance with the <br />schedule of off-street parking permits adopted in <br />accordance with Section 353.08. <br /> <br /> <br />
