~ C~R~INANCE NO. 53-92 PLACED ON FIRST READING & REFERRED TO FINANCE CMTE on 5/18 BY: AN EMERGENCY ORDINANCE to amend the Traffic Code of the Codified Ordinances of the City of Lakewood by amending Section 353.06 relating to off-street parking permits and applications and Section 353.08 relating to permits fees and periods. WHEREAS, the City owns and operates municipal parking facilities at various locations throughout the City and has provided by ordinance for off-street parking permits for the convenience of Lakewood businesses and employees, and WHEREAS, in the course of development of the Lakewood City Center Project the central business district has lost a large number of metered off-street parking spaces, and WHEREAS, the City is in the process of developing numerous metered parking lots at locations throughout the City and requires flexibility So that sufficient numbers of permits may be issued for use of parking lots away from the central business district without overburdening said central business district with long term permit parking, and WHEREAS, this ordinance constitutes an emergency measure providing for the immediate preservation of the public health, safety and welfare, and for the usual daily operation of a municipal depart- ment for the reason that permits currently in effect will expire on June 30, 1992 and the current permit system and rate is compounding an already limited parking situation creating an undue burden for LakewOod merchants and employees; now~, therefore, BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: Section 1. That Section 353.06 of the Traffic. Code of the City of Lakewood, now reading as follows: 353.06 OFF-STREET PARKING PERMITS; APPLICATION (a) Any person may make application to the Permit Clerk on forms prescribed by the Director of Public Safety for an off-street parking permit which shall entitle such applicant to park at any time, the automobile described in such application in any metered off-street parking facility owned and/or operated by the City during the permit period covered by the permit except the parking lot located at the southeast corner of Detroit Avenue and St. Charles Avenue (Lot No. 10). Permits may be renewed for additional periods upon payment of the prescribed fee. (b) No off-street parking permit shall be issued for restricted vehicles designated in Section 353.05. shall be and the same is hereby amended to read as follows: 353.06 OFF-STREET PARKING PERMITS; ~APPLICATION (a) Any person may make application to the Permit Clerk on forms prescribed by the Director of Public Safety for an off-street parking permit which shall entitle such applicant to park the automobile described in such application in me- tered off-street parking facilities, owned, operat- edt leased, or provided for public parking by agreement between the City and the owner during the permit period covered by the permit. Off- street parking permits shall only be valid in those parking lots, parking facilities and/or parking spaces designated in accordance with the schedule of off-street parking permits adopted in accordance with Section 353.08.
