PLACED ON 1st Reading ~ Referred to <br />FINANCE COMMITTEB ON 10/6/97. <br />PLACED ON 2nd Reading 10/20/97. <br /> <br />ORDINANCENO. 45-97 BY: Corrigan, Flannery, <br /> George, Roth, Seelie, Smith <br /> <br /> AN EMERGENCY ORDINANCE enacting new Section 129.39 of the Administrative <br />Code of the Codified Ordinances of the City of Lakewood to establish a Just Friends Grant <br />Special Revenue Fund. <br /> <br /> WHEREAS, the City has been awarded Family and Children First Council Wellness <br />Block Grants in the mounts of $58,340.00 to fund the Just Friends program fi:om January 1, <br />1997 through June 30, 1997 and $117,681,00 to fund the Just Friends program fi:om July 1, 1997 <br />through June 30, 1998, and, <br /> <br /> WHEREAS, there is a compelling governmental interest to establish a new Special <br />Revenue Fund to segregate financial information that will demonstrate accountability and <br />stewardship to the Just Friends program, and, <br /> <br /> WHEREAS, this ordinance constitutes an emergency measure providing for the usual <br />daily operation of a municipal department in that creation of a separate fund will allow the City <br />to provide accurate information pertinent to the Just Friends program; now, therefore, <br /> <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO <br /> <br /> Section 1. That the Adm/nistrative Code of the Codified Ordinances of the City of <br />Lakewood is hereby supplemented by enacting new Section 129.39 thereof to read as follows: <br /> <br />129.39 Just Friends Grant Special Revenue Fund <br /> <br /> a) All revenues derived from this grant shall be kept and maintained in a <br />separate fund hereby designated as the Just Friends Grant Fund. All expenses <br />meeting the criteria of the grant award shall be paid from this fund. <br /> <br /> Section 2. That the Director of Finance is hereby authorized and directed to take the <br />necessary steps to establish said account; to receive and administer grant funds fi:om the County <br />Board of Health for the purpose of continuing the Just Friends program and to make expenditures <br />from said account for the purposes described above. <br /> <br /> Section 3. It is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this ordinance were adopted in an open meeting of this <br />Council, and that ail such deliberations of this Council and of any of its committees that resulted <br />in such formal action were in meetings open to the public in compliance with' all legal <br />requirements. <br /> <br /> <br />
