1306.27 GARBAGE DISPOSAL FACILITIES. <br /> Every occupant of a dwelling, dwelling unit or occupiable structure shall dispose of all of <br />his garbage and any other organic waste which might provide food for insects or rodents in a <br />clean and sanitary manner by placing it in approved nonabsorbent, covered garbage storage <br />receptacles or in other approved garbage disposal facilities. It shall be the duty of the owner to <br />supply such facilities or containers for all dwelling units in a building containing more than four <br />dwelling units and for all dwelling units located on premises where more than four dwelling units <br />share ~he same premises. In all other cases, it shall be the duty of the occupant of each <br />dwelling unit and of each occupiable structure to provide and furnish such facilities or <br />containers. <br /> <br /> 1306.28 WATER HEATING FACILITIES. <br /> Every dwelling unit and occupiable structure when required by ordinance, shall have <br />supplied water heating facilities which are installed in a proPer and approved manner, are <br />maintained in a safe and good working condition, are propedy connected to the hot water lines <br />required by this Code and are capable of heating water to such temperature as to permit an <br />adequate amount of water to be drawn at every kitchen sink, lavatory basin, bathtub or shower <br />at a temperature of not less than one hundred five degrees (105°) Fahrenheit nor more than <br />one hundred twenty degrees (120°) Fahrenheit under normal use. Such supplied water heating <br />facilities shall be capable of meeting the requirements of this section when the dwelling, <br />dwelling unit or occupiable structure heating facilities are not in operation. <br /> <br /> 1306.29 SAFETY AND SANITATION.' <br /> No owner, operator or agent shall occupy, maintain or lease or offer for rental or lease any <br />dwelling or dwelling unit or any part thereof which does not comply with the following minimum <br />requirements: <br /> (a) All foundations, floors and walls shall be weather-tight, water-tight, and rodent-proof, <br /> shall be capable of affording pdvacy and shall be maintained structurally sound and <br /> in good repair. <br /> (b) All foundations of every dwetling and occupiable structure shall be maintained in <br /> such condition as to prevent the seepage or leaking of water within such <br /> foundations. <br /> (c) All roofs of every dwelling and occupiable structure shall be maintained weather- <br /> tight, water-tight, shall match and conform in their entirety to the existing design and <br /> color, and shall be equipped with gutters and downspouts connected to a public <br /> storm sewer, provided, however, with the approval of the City Engineer, downspouts <br /> may discharge onto splash pads or other devices if a nuisance shall not be created <br /> to adjoining property. <br /> (d) Every window, exterior door and basement or cellar hatchway shall be maintained in <br /> a weather-tight, watertight and rodent-proof condition and shall be kept in sound <br /> working condition and good repair. <br /> (e) Every inside and outside stair and every pomh and every appurtenance thereto shall <br /> be so constructed as to be safe to use and capable of supporting the load that <br /> normal use may cause to be placed thereon and shall be maintained in sound <br /> condition and good repair. <br /> (f) Every multiple dwelling containing ten or more units shall provide and maintain in <br /> good working condition a two-way mechanical communication system for the main <br /> entrance. All rental dwellings are required to have locks at ali entrances which shall <br /> tightly secure the door. <br /> (g) Every plumbing fixture and water and waste pipe shall be installed and maintained in <br /> a clean and sanitary working condition free from defects, leaks or obstructions. No <br /> dwelling, dwelling unit or occupiable structure shall be deemed to comply with this <br /> subsection unless: <br /> (1) All plumbing is designed and installed so as to prevent contamination of the <br /> water supply by back flow, back siphonage or any other method. <br /> (2) All plumbing is so designed and installed that no potable water suppty line or <br /> plumbing fixture is directly connected to a nonpotabte water supply. <br /> (3) Every water supply line is so constructed that there is no cross connection <br /> between a potable and non-potable water supply. <br /> (4)Every water supply line and every valve therein is in good working condition. <br /> (5) Every water supply inlet is located above the flood level of any installed sink, <br /> lavatory, bathtub, shower, automatic washing machine or similar water-using <br /> fixture, or above some unobstructible overflow thereof; and there are no <br /> <br /> <br />
