The SIP derails NS' plans to incorporate the NS safe~ <br />policies and procedures mm the Conrail operations acquired' by NS. <br /> <br />Local Safetw Measures - K~ Routes <br /> <br /> NS will provide the following risk management measures to rail line segments that <br />become "Key Routes": <br /> <br />NS will implement the AAR Circular OT-55 g~idetines for the safe transportation of <br />hazardous materials, including: <br /> <br />Wayside defective bearing detectors shall be placed a maximum of 40 miles apart <br />on key mums, or an equivalent level of protection may be in.smiled based on <br />improvement in technology. <br /> <br />Main track on key mutes must be inspected by mil defect detection and track <br />geometry inspection cars or any equivalent level of inspection no less than two <br />~nes each year;, and sidings must be similarly inspected no less than one time <br />each year. <br /> <br />Any track used for me~ng and passing key trains must be Class 2 or better. If a <br />me~t or pass must occur on less than Class 2 track due to an emergency, one of <br />the wains must be stopped before the other train passes. <br /> <br />Training of employees who handle sh/pments ofbu~rdous materials on a key <br />route must be conducted on an annual bas/s. <br /> <br />NS will provide hazardous materials contingency plan information to counties along <br />key routes for distribution to the Local Emergency Planning Committees (LEPCs). <br />These contingency plans will contain information on NS b-~,nrdous wul'~n'ials emergency <br />response plans, key sourc~ and contacm for additional emergency assistance, and NS <br />contacts. The information provided by NS will supplement existing contingency <br />planning efforts by the LEPCs, but is not intended to take the place of local planning. It <br />is neither necessary nor cost-effective for every local firefighter and policeman to have <br />the expert skills and equipment to respond personally to any hazardous mater/als <br />emergency. Through the proper awareness training and contingency planning, states and <br />local communities will be able to pool their r~ponse capability with those of federal <br />agenc/es and NS to provide for a more coordinated and bener managed emergency <br />response system. <br /> <br />NS has' an established 24-hour mil-free telephone line which can be used to obtain <br />hazardous materials emergency response information.
