All meetings of the Council or committees thereof shall be open to the public, except that Executive Sessions may be. held in accordance with the Ohio Revised Code. Any citizen shall have access to the minutes and records thereof at all reasonable times. SECTION 6. PRESIDENT OF COUNCIL. The President of Council shall preside at all meetings of Council and shall perform such duties as may be imposed by Council upon its presiding officer and such duties as imposed upon that office by this Charter. The President of Council shall have the same right to vote on all matters presented to Council. as any other member of SECTION 7. CLERK, VICE PRESIDENT AND OTHER OFFICERS OF COUNCIL The Council shall choose a Clerk of Council and such other officers and employees it shall determine to be necessary. The Clerk of Council shall keep the records of the Council and perform such other duties as may be required by this Charter or by Council. All officers, other than the Vice President of Council, and employees so chosen under this Section of the Charter shall serve at the pleasure of Council. Council shall elect a Vice President of Council, who shall, in the event ora vacancy in the office of or the temporary absence or disability of the President of Council, serve as Acting President of Council and shall exercise the powers and perform the duties of the PreSident of Council until the vacancy in the office of President of Council is filled by Council or until the temporary absence or disability of the President of Council ends. SECTION 8. ENACTMENT OF ORDE~qANCES AND RESOLUTIONS. Each proposed ordinance or resolution shall be introduced in written or printed form and shall not contain more than one subject, which shall be clearly stated in the title; but general appropriation ordinances may contain the various subjects and accounts for which moneys are 8
