All meetings of the Council or committees thereof shall be open to the public, except that <br />Executive Sessions may be. held in accordance with the Ohio Revised Code. Any citizen shall <br />have access to the minutes and records thereof at all reasonable times. <br />SECTION 6. PRESIDENT OF COUNCIL. <br /> <br />The President of Council shall preside at all meetings of Council and shall perform such duties as <br />may be imposed by Council upon its presiding officer and such duties as imposed upon that <br />office by this Charter. The President of Council shall have the same right to vote on all matters <br />presented to Council. as any other member of <br /> <br />SECTION 7. CLERK, VICE PRESIDENT AND OTHER OFFICERS OF COUNCIL <br />The Council shall choose a Clerk of Council and such other officers and employees it shall <br />determine to be necessary. The Clerk of Council shall keep the records of the Council and <br />perform such other duties as may be required by this Charter or by Council. All officers, other <br />than the Vice President of Council, and employees so chosen under this Section of the Charter <br />shall serve at the pleasure of Council. Council shall elect a Vice President of Council, who shall, <br />in the event ora vacancy in the office of or the temporary absence or disability of the President <br />of Council, serve as Acting President of Council and shall exercise the powers and perform the <br />duties of the PreSident of Council until the vacancy in the office of President of Council is filled <br />by Council or until the temporary absence or disability of the President of Council ends. <br />SECTION 8. ENACTMENT OF ORDE~qANCES AND RESOLUTIONS. <br /> <br /> Each proposed ordinance or resolution shall be introduced in written or printed form and <br />shall not contain more than one subject, which shall be clearly stated in the title; but general <br />appropriation ordinances may contain the various subjects and accounts for which moneys are <br /> <br /> 8 <br /> <br /> <br />
