SECTION 4. MEETINGS. <br /> <br />At seven-thirty (7:30) p.m. on the first Monday in January following each regular municipal <br />election or, if such Monday falls on a Holiday, on the first Tuesday, Council shall meet at the <br />usual place of holding such meetings, at which time the Council shall elect its officers for the <br />next two years. Thereafter Council shall meet at such times as may be prescribed by its'rules, or <br />by ordinance or resolution. The President and Vice President of Council shall each be elected by <br />a majority vote of Council. The member of Council present who has the longest consecutive <br />tenure of office shall preside over the organizational meeting until the President of Council is <br />elected. The Mayor, President of Council, or any three (3) members thereof may call special <br />meetings of the Council upon written notice served personally upon each member or at his or <br />her usual place of residence, at least six hours previous to the time fixed for such meeting. Any <br /> such request for special meeting shall state the subj eot or subjects to be considered at the meeting <br /> <br /> and no other subject shall be there considered. <br /> <br /> SECTION 5. ORGANIZATION AND OPEN MEETINGS. <br /> The Council shall be the judge of the election and qualification of its members. A majority of all <br /> the acting members elected shall be a quorum to do business but a less number may adjourn from <br /> day to day and compel the attendance of absent members in such manner and under such <br /> penalties as may be prescribed by ordinance. The affirmative vote of a majority of the acting <br /> members of Council shall be necessary to adopt any ordinance or resolution and on the passage <br /> thereof a vote shall be taken by yeas and nays and entered upon the journal.' The Council shall <br /> determine its own rules and order of business and shall keep a journal of its proceedings. <br /> <br /> <br />
