SECTION 13. EFFECTIVE DATE OF LEGISLATION. <br /> <br />(A) Each ordinance or resolution providing for the appropriation of money, an improvement <br />petitioned for by a majority of the owners of property to be benefited and specially assessed <br />therefor, or any ordinance or resolution as to which Council provides, by the affirmative vote of <br />at least five (5) of its members, for reasons stated in a separate section or preamble thereof, for <br />the immediate effectiveness thereof, shall take effect, unless a later date is specified therein, <br />upon its passage or adoption and approval by the Mayor, or upon the expiration of the time <br />within which it may be disapproved by.the Mayor, or upon its passage or approval <br />notwithstanding the disapproval by the Mayor, as the case may be, as provided in Section 10 of <br />Article IH of this Charter.. Notwithstanding the preceding sentence, ordinances or resolutions of <br />the character described in Section 8 of this Article Ir[ shall not be subject to such action by <br />Council. <br /> <br />(B) No other ordinance or resolution shall become effective until forty (40) days after (a) its <br />passage or adoption and approval by the Mayor, (b) the expiration of the time within which it <br />may be disapproved by the Mayor, or (c) its passage or adoption notwithstanding the disapproval <br />by the Mayor, as the case may be, as provided in Section 10 of this Article III. <br /> <br />SECTION 14. ESTIMATE OF EXPENSE; APPROPRIATION ORDINANCES. <br /> <br />The fiscal yearofthe City shall begin the first day of January. On or before the fifteenth day of <br />November in each year, the Mayor Director of Public Works and Director of Finance shall <br />prepare an estimate of the expense of conducting the affairs of the City for the following year; <br />this estimate shall be compiled from detailed information obtained from the various departments <br />on uniform blanks prepared by the Director of Finance, and shall set forth: <br /> <br /> 12 <br /> <br /> <br />
