SECTION 2. DUTIES IMPOSED BY STATE LAW. <br /> <br />In addition to the duties imposed upon the Director of Law by this Charter or required of him or <br />her by ordinance, the Director shall perform the duties that are imposed upon city directors of <br />law by general law, beyond the competence of this Charter to alter or require. <br /> <br /> ARTICLE VIII. TI-IE DEPARTMENT OF FINANCE <br /> <br />SECTION 1. DUTIES. <br /> <br />The Director of Finance shall have charge of the Department of Finance and the administration <br />of the financial affairs of the'City including the keeping and supervision of all accounts, and the <br />custody of all public money of the City; the collection and receipt of money owed to the City; the <br />issuance of licenses; the collection of license fees; the control, funding and payment of the public <br />debt of the City; and such other duties as Council may require. <br />SECTION 2. ACCOUNTING PROCEDURe. <br /> <br />The Department of Finance shall maintain accounts showing the financial transactions of all <br />departments and offices of the City. The form of all such accounts and the financial reports <br />rendered to or by the Department shall be prescribed by the Director of Finance or by Council. <br />The accounts and accounting procedure of the City shall be adequate to record all cash receipts <br />and disbursements, all revenue accrued and liabilities incurred, and all transactions affecting the <br />acquisition, custody and disposition of assets, and for making such reports of the financial <br />transactions and conditions of the City as may be required by general law or by ordinance. <br />SECTION 3. REPORTS. <br /> <br />The Director of Finance shall periodically report as directed to Council, to officials and to the <br />public the recorded facts in such summaries and analytical schedules in detailed support thereof, <br /> <br /> 22 <br /> <br /> <br />
