as shall be necessary to show the full effect of such transactions for each fiscal year or part <br />thereof upon the finances of the City and in relation to each department of the City government. <br />The Director shall annually prepare and submit to the Mayor and Council a recommended five- <br />year financial plan for the City's operating and capital needs. The Director's recommended <br />financial plan shall be prepared after consultation with the Mayor and the heads of other City <br />departments affected thereby, and such recommended financial plan shall be advisory only and <br />need.not be followed in'the adoption of the City's tax budget, annual, temporary or supplemental <br />appropriation measures or ordinances, resolutions or other actions concerning capital programs <br />or permanent improvements. <br /> <br />SECTION 4. CERTIFIC.ATION. <br /> <br />No contract, agreement, or other obligation, involving the expenditure of money, shall be entered <br />into by any officer of the City, nor shall any ordinance, resolution, or order for the expenditure of <br />money be passed by Council, unless the Director of Finance first certifies that the money <br />required for such contract, agreement, obligation, or expenditure, is in the Treasury or in the <br />process of collection and is available for such purpose, as provided by general law. <br /> <br />SECTION 5. FUNDS' SUBJECT TO CERTIFICATION. <br /> <br />All moneys actually in the Treasury to the credit of the fund from which they are to be drawn, <br />and all moneys applicable to the payment of the obligation or appropriation involved, that are <br />anticipated to come into the Treasury before the maturity of such contract, agreement or <br />obligation, from taxes or assessments, or from sales of service, products or by-products or from <br />any City undertakings, fees, charges, accounts and bills receivable or other credits in process of <br />collection; and all moneys applicable to the payment of such obligation or appropriation, which <br /> <br /> 23- <br /> <br /> <br />
