(b) The preparation of all plans, drawings and specifications that may be required or are desirable <br />to implement the City's comprehensive general plans; or as may be required or be desirable with <br />respect to specific locations within the City; <br /> <br />(c) The preparation and administrative processing of applications for State, federal or other <br />financial assistance in connection with programs and projects the purpose of which are to foster <br />and promote planned community development Within the City, and the administration of such <br />programs and projects for the City; <br /> <br />(d) Reviewing and making recommendations to the Mayor, Council and the Planning <br />Commission, as appropriate, with respect to proposals for the development or redevelopment of <br />the City; <br /> <br />(e) Making recommendations to the Mayor, Council and the Planning Commission, as <br />appropriate, with respect to zoning roles, regulations, controls, and design guidelines and <br />standards which, in the Director's view, are necessary or desirable to guide the development or <br />redevelopment of the City. The Director shall have such other 'powers and shall perform such <br />other duties and functions as are provided by or under this Charter or by Council, and as directed <br />by the Mayor. <br /> <br /> ARTICLE X.
