(C) The Director of the Department of Planning and Development, o~ an employee of the <br />Department as the Director shall designate in a writing filed with the Clerk of Council, shall be <br />the Secretary to the Commission and shall be responsible for the preparation of the docket and <br />the minutes for all Commission meetings and shall perform all other duties incident to the office <br />of the Secretary and such other duties as may be assigned to the Secretary by the Commission. <br />The Secretary shall have no vote. <br /> <br />SECTION 2. ADMINISTRATIVE STAFF. <br /> <br />The Director of Planning and Development and the Director's staff shall provide all <br />administrative and support services to the Plannin§ Commission; and, in addition to his or her <br />other powers, duties and functions, the Director shall have such other duties and functions as <br />directed by.the Planning Commission and as are not inconsistent with any provision of this <br />Cha~er or any ordinance of the City. <br /> <br />SECTION 3. POWERS AND DUTIES. <br /> <br />The Planning Commission shall make and adopt a general Plan for the development and <br />improvement of the City, and for any area outside of the City that, in the judgment of the <br />Commission, bears relation to the planning of the City. No general plan or portions thereof or <br />amendments thereto shall be adopted by the Commission until after a public hearing thereon. So <br />much of the general plan as may be established or ~om time to time amended by ordinance shall <br />constitute the official map of the City. The Commission shall also make plans and proposals for <br />specific improvements and projects that it deems desirable for the City and its surrounding area <br /> <br /> 29 <br /> <br /> <br />
