SECTION 7. ADVISORY SALARY RECOMMI~NDATIONS. <br /> <br />On or before July 1 of each even-numbered year, the Civil Service Commission shall review and <br />make a written report to Council, which report shall be filed with the Clerk of Council and the <br />Mayor, setting forth the Commission's recommendations for the salary and other compensation <br />to be established for the offices of Mayor, members of Council, President of Council and Vice <br />President of Council for the next ensuing term of office. The recommendations of the <br />CommisSion shall not restrict the powers of Council to establish salaries and .other compensation <br />for such offices pursuant to this Charter. The failure of the Commission to make the <br />recommendations required by this Section shall not affect the validity of salaries or other <br />compensation for such officers established by Council. <br /> <br /> ARTICLE XII. PLANNING COMMISSION <br /> <br />SECTION 1. ORGANIZATION. <br /> <br />(A) There shall be a City Planning Commission composed of seven members, six of whom shall <br />be electors of the City, and the seventh Shall be the person holding the office of City Engineer, <br />who need not be an elector of the City. Three members of the Commission shall be appointees <br />of the Mayor, and three members shall be appointees of Council. Each member of the <br />Commission shall serve until the expiration of his or her term, which shall be six years. <br />Members of the Commission shall be ineligible to succeed themselves unless the member is <br />completing a term for which he or she was appointed to fill a mid-term vacancy. The appointing <br />authority of the Commission member may remove that member for cause. <br /> <br /> (B) The Commission shall elect its own Chairperson and Vice Chairperson. A majority of the <br /> Board shall constitute a quorum to do business. <br /> <br /> 28 <br /> <br /> <br />
