(d) the Clerk of Council and the Secretary of the Civil Service Commission; <br /> <br />(e) all employees of Lakewood Hospital; and - - <br /> <br />(f) unskilled labor and hourly rated personnel. <br /> <br />(2) The classified service shall comprise all positions not specifically included in the <br />unclassified service. <br /> <br />SECTION 4. PKOCEDURE. <br /> <br />The Commission shall make, promulgate, prescribe and enforce rules for the appointment, <br />promotion, transfer, lay-off, reinstatement, suspension and removal of employees in the <br />classified service and such other rules as may be necessary and proper for the enforcement of the <br />merit system and for the procedure of the Commission. The Commission shall keep a record of <br />its proceedings which shall be open to public inspection. <br /> <br />SECTION 5. SALARIES. <br /> <br />The salaries of the Commission shall be determined by Council, and a sufficient sum shall be <br />appropriated each year to carry cut the civil service provisions of this Charter. <br /> <br />SECTION 6. SUSPENSION OF COMMISSION MEMBER.. <br /> <br />The Mayor may at any time suspend any Commission member for inefficiency, neglect of duty, <br />misfeasance, nonfeasance or malfeasance in office by first giving to such Commission member a <br />copy of the charges setting forth the specific acts claimed to constitute the inefficiency, neglect <br />of duty, misfeasance, nonfeasance or malfeasance in office, and an opportunity shall be given <br />such Commission member to be publicly heard before Council, in person or by counsel in his or <br />her own defense. A Commission member may be removed from office only upon the affmnative <br />vote of the majority of Council hearing such charges. <br /> <br /> 27 <br /> <br /> <br />
