involved; <br /> <br />(b) That there are special circumstances or conditions, fully described in the findings of the <br />Board, applying to such land or buildings and not applying generally to land or buildings in the <br />neighborhood, and that said circumstances or conditions are such that strict application of the <br />provisions of the ordinances of the City would deprive the applicant of the reasonable use of <br />such land or buildings; <br /> <br />(c).That, for reasons fully set forth in the findings of the Board, the granting of the variance is <br />necessary for the reasonable use of the land or building and that the variance granted by the <br />Board is the minimum variance that will accomplish this purpose; <br /> <br />(d) That the granting of the variance will be in harmony with the general purpose and intent of <br />the ordinances of the City and will not be injurious to the neighborhood or otherwise detrimental <br />to the public welfare; <br /> <br />3. Perform such other duties and functions as may be imposed upon it by this Charter or by <br />Council. The Board of Zoning Appeals may establish rules and regulations for its own procedure <br />not inconsistent with this Section or any ordinances of the City. <br /> <br /> ARTICLE XIV.. BOARD OF BUILDING STANDARDS AND BUILDING APPEALS <br />SECTION 1. ORGANIZATION. <br /> <br />(A) There shall be a Board of Building Standards and Building Appeals, composed of five (5) <br />members, who shall be appointed for a term of five years each. Three (3) members of the Board <br />shall be appointees of the Mayor, and two (2) members of the Board shall be appointees of <br />Council. Members of the Board shall be ineligible to succeed themselves unless the member is <br />completing a tenu for which he or she was appointed to fill a mid-term vacancy.
