The Planning and Development Department, the Division of <br />Building Inspection, and the City Engineer shall furnish the necessary technical advice and <br />services required by the Board. <br /> <br />(B) The Board shall elect its own Chairperson and Vice Chairperson. A majority of the Board <br />shall constitute a quorum to do''business. <br /> <br />(C) The Director of the Department of Planning and Development, or an employee of the <br />Department as the Director shall designate in a writing filed with the Clerk of Council, shall be <br />the Secretary to the Board and shall be responsible for the preparation of the docket and the <br />minutes for all Board meetings and shall perform all other duties incident to the office of the <br />Secretary and such other duties as. may be assigned to the Secretary by the Board. The Secretary <br />shall have no vote. <br /> <br />SECTION 2. POWERS AND DUTIES. <br /> <br />The Board of Building Standards and Building Appeals may: <br /> <br />(a) Approve or disapprove materials, types of construction, appliances, devices or appurtenances <br />proposed for use pursuant to the Building Code of the City. <br /> <br />Co) Make, amend, and repeal rules and regulations for carrying into effect all provisions of the <br />Building Code other than those relating to zoning and include in such rules and regulations <br />provisions applying to specific conditions and prescribing means and methods of practice to <br />effectuate such provisions. <br /> <br />(c) Hear and decide appeals from, and to review upon motion of any member of the Board, any <br />order, requirement, decision or determination of the Building Commissioner or of any other <br />administrative official or agency of the Ci .ty, relating.to the location, design, materials, <br /> <br /> 34 <br /> <br /> <br />
