Residents who wanted to "Opt Out" <br /> <br />January 15, 2002 <br /> <br />ow~emame <br />siteaddress Homewood Drive <br />I~kewood, Ogio 44107 <br /> <br />Re~ <br /> <br />Homewood Drive Sidewalk Rehabilitation Project; <br />Project Description and Assessment Information. <br /> <br />Dear ownemame: <br /> <br />First of ail, we would like to thank all Homewood Drive residents and homeowners for the spirit <br />of cooperation that prevailed while enduring the inconveniences brought on by the Construction <br />work in 2001. All of the construction work for the pavement project has been completed except <br />the tree lawn restoration. This will be deferred until spring of 2002 to allow the sidewalk <br />rehabilitation project to be completed first. <br /> <br />Several public meetings have been held since last March at which many homeowners voiced <br />their desire to retain sandstone as the material of choice for the sidewalk in front of their homes. <br />Members of City Council also indicated that the City should pursue this goal as long as no <br />additional tax dollars are expended in its achievement, The Administration responded to this <br />request by submitting Resolution of Necessity 7544-01, which contained the legal framework to <br />perform the sandstone sidewalk restoration while expending no more tax doll.s than would have <br />been needed to.install a concrete walk. Cit~ Council adopted this Resolution on May 21, 2001: <br /> <br />Additional meetings were held the following summer, many with just two of the 11 households <br />represented. Information was gathered by some residents regarding project costs which appeared <br />different than the estimates provided by the City. As a result, the sidewalk work was split away <br />from the larger project to allow specialized contractors to bid on this piece alone. In addition, we <br />completed the bidding process early in iorder to provide the most accurate assessment estimates <br />possible. We continued to meet with concerned residents until time for ctmpleting the project in <br />2001 became short. The Ordinance to Proceed, ..which omitted the sidewalk work, was adopted <br />by Council on September 17, 2001. Work on the street began shOrtly thereafter. Discussions <br />continued through the fall with two homeowners who still had concerns over the estimated <br />assessment values for the sandstone sidewalk work.. <br /> <br /> <br />
