<br />Section 8. Al1 encumbrances from the prior fiscal year shall be carried forward.

<br />Section 9. All revenues projected and budgeted are reflected in the proposed budget document.

<br /> Section 10. That the Director of Finance is hereby authorized to draw checks upon the City depositories
<br />for the amounts appropriated in this ordinance whenever claims are presented, properly approved by the head of the
<br />department for which the indebtedness is incurred, providing the President of Council or his/her designees shall
<br />approve all claims of the City Council.
<br />
<br /> Section 11. In accordance with Article hi, Section 12, of thc Chart~ of the City of Lakewood, Council
<br />hereby determines that the manner of giving notice of the passage of this ordinance is to be by posting copies hereof
<br />for a period of not less than fifteen (15) days in not less than five (5) of the most public places in the City, which
<br />places have been determined by Council in Ordinance No. 55-59.
<br />
<br /> Section 12. It is found and determined that all formal actions of this Council concerning and relating to the
<br />passage of this ordinance were adopted in an open meeting of this Council and of any of its committees, that
<br />resulted in such formal actions, were in meetings open to the public in compliance with all legal requirements.
<br />
<br /> Section 13. That this ordinance is hereby declared to be an emergency measure necessary for the
<br />immed/ate preservation oftbe public peace, property, health, safety and welfare in the City and for the usual dally
<br />operation of the City for the reasons ~et forth and defined in the preamble to this ord/nance, and provided it
<br />receives the affirmative vote of at least five (5) of its members elected to Council, this ordinance shall take effect
<br />and be in force/mmediately upon its adoption by the Conncil and approval by the Mayor otherwise, it shall take
<br />effect and be in force after the earl/est period allowed by law.
