<br /> An EMERGENCY ORDZNANCE Apprev!ng the Community Development Plan for
<br />the West End District.
<br />
<br /> WHEREAS, a proposed urban renewal and redevelopment plar~ designated the
<br />"Community Development Plan for the West End District" dated 3uly 25, 2002, which
<br />document is herein sometimes referred to as the "West End Community Development
<br />Plan" or "Plan" and the area designated for development is hereinafter identified as the
<br />"West End Disb'ict," has been prepared pursuant to a contract with D.B. Harti:, [nc.,
<br />Planning and Development Consultants, and Square One, [nc., Architects, as authorized
<br />by Section 153.05(a) of the Codified Ordinances of the City of Lakewood and Ordinance
<br />:[03-02; and
<br />
<br /> WHEREAS, this consultant team provided the necessary inspections, studies,
<br />plans, surveys and reports in connection with the preparation of the West End
<br />Community Development Plan, which upon completion was submitted to Coundl on
<br />30, 2002 and which Plan, the contents of which conform to Seddon ~.53.06 of the
<br />Codified Ordinances of the City of Lakewood, contemplates certain activities and
<br />treatment for the elimination of conditions of blight and deterioration and for the
<br />prevention of recurrence thereof within said West End District; and
<br />
<br /> WHEREAS, the West End Community Development Plan wes referred by Oty
<br />Council to the Planning Commlesion on August 1, 2002 for its review and
<br />recommendations; and
<br />
<br /> WHEREAS, the members of the Planning Commission studied the Plan, vl~it~ed
<br /> the Wes~ End District, conducted a work session devoted to analysis and discussion of
<br /> the Plan and its purposes, conducted a public hearing in which input from the
<br /> community was received, conducted a second work SeSsion in which the comments of
<br /> property ownem and the community were reviewed and at its meeting on September 4,
<br /> 2002, unanimously approved the findings and recommendations of the West End
<br /> CommuniL'y Development Plan and recommended adoption of the Plan to Coundl; and
<br /> WHEREAS, prior to taking action on the Plan City Council provided notice of and
<br /> conducted a public hearing regarding the Plan as required by Section 153,08 of the
<br /> Codified Ordinances of the City of Lakewood; and
<br />
<br /> WHEREAS, the West End CommunitY Development Plan, the findings of the City
<br /> Planning Commieslon, the testimony at the public hearing and the reports and
<br /> testimony by the CitY staff have been presented to Council which has been. apprised of
<br /> the facts, conditions, SLTUCtUrel deficlendes and blighting influences pertaining to the
<br /> West End District including the existence of a majority of structures and properties
<br /> therein which because of deficiencies by reason of age, deterioration, dilapidation or
<br /> obsolescence, both funddonal and economic, 'non-conformitY with modero Code
<br /> requirements pertaining to use, buildings and lot areas, endangering life and property
<br /> by fire, increased crime or other causes and because of the existence in the West End
<br /> District of other condit/ons which are detrimental to the public health, safetY, morals
<br /> and general welfare; and
