WHEREAS, this Council has determined that it shall be City policy to enter into, <br />with respect to certain designated areas in the West End District, a redevelopment <br />proposal or proposals satisfactory to the City with spedflc contractual commitrnent from <br />a redeveloper or redevelopers presented to the City because such procedure constitutes <br />a satisfactory and daslreble method for the elimination and prevention of the recurrence <br />of blight; and <br /> <br /> WHEREAS, the West End Community Development Plan contemplates general <br />measures to eliminate such conditions of blight and deterioration from the West End <br />District and contemplates specific measures to accomplish such objective by providing <br />for the revitalization of structures and property or the dearence of structures and <br />redevelopment of properly pursuant to the stendards of Chapter :!.53 of the Codified <br />Ordinances of the City of Lakewood; and <br /> <br /> WHEREAS, for the foregoing reasons, Coundl has determined that the <br />Community Development Plan for the West End District and the implementation of the <br />measures therein set forth, i.e. but not limited to revitalization, redevelopment, code <br />enfOrcement, public improvements, and finandal tools and incentives, will be in the best <br />interest of the citizens of the Qty and will provide for the general health, safety and <br />welfare of the City; and <br /> <br /> WHEREAS, this Coundl by a vote of at least five (5) members elected thereto <br />determines that this ordinance Is an emergency measure, and that this ordinance shall <br />take effect at the earliest date possible as set forth in ART/CIE }[I[, SECT/ONS 10 and <br />13 of the SECOND AMENDED CHAR'I'ER OF THE ClTY OF LAKEVVOOD, and that <br />immediate action is necessary in order that steps can be immediately undertaken to <br />eliminate conditions of blight and deterioration in the District. NOW, THEREFORE, <br /> <br /> BE TI' ORDAINED BY THE C1TY OF LAKEVVOOD, STATE OF OHZO: <br /> <br /> Se~on 1. That based upon the facts and conditions concerning blight and <br /> deterioration contained in the West End Community Development Plan Including but not <br /> limited to functional obsolescence of 94% of the buildings within the District, zoning <br /> non-compliance of 78% of the parcels within the District, economic obsolescence of <br /> 6:2% of the pameis Within the District end building and safety defideocies in the <br /> buildings for which interior building conditions were surveyed, E is hereby found and <br /> determined that the West End District, being the area described in the West End <br /> Community Development Plan and in the description in Section 3, is a blighted and <br /> deteriorated area that meets the requirements of Chapter 153 of the Codified <br /> Ordinances of the City of Lakewood. <br /> <br /> Se~on 2. That It is necessary and desirable to approve the West End <br /> Community Development Plan as an urban renewal and redevelopment plan pursuant <br /> to the provisions of Section :L53.08 of the Codified Ordinances of the City of Lakewood. <br /> Sec-/ion 3. That the West End District is generally located at the West End of the <br /> City at the edge of the Detroit Avenue Bridge, including the north and south sides of <br /> Detroit Avenue west of Riverside DYNe, the west side of Sloane Avenue, the wes~ side <br /> of Aiverslde Drive and Graber Drive, Grldle¥ Street, Rio Street and Scenic Street, as <br /> depicted in Exhibit A a~ached hereto, which area is further identified by the street <br /> address of each property in the West End Community Development Plan and includes <br /> the parcels listed on the tax list and map of the Auditor of Cuyahoga County at Volume <br /> 3t~.~ Page 14~ Parcel Nos. 19-40, 99-101~ 103; on Page 15, Parcel Nos. 13-16, 33-65; <br /> and on Page 18~ Parcel Nos. 1-99. <br /> <br />2of4 ~ <br /> <br /> <br />
