Section 4. That the aforesaid West End Community Development Plan, together <br />with the documentation and findings and reports contained therein, the findings and <br />reports of the Planning Commission, the testimony provided at the public hearing and <br />the reports of the City staff concerning blight and deterioration in the West End Distric~ <br />are hereby accepted and this Council hereby finds that the public actions and polities <br />proposed and contemplated by the West End Community Development Plan are <br />necessary and appropriate in order to eliminate the conditions of blight and <br />deterioration and prevent the recurrence thereof. <br /> <br /> Section 5. Thatthe West End Community Development Plan be and the same is <br />hereby approved as the urban renewal and redevelopment plan of the City within the <br />meaning of and for purposes of Chapter 153, of th~ Codified Ordinances of the City of <br />Lakewood~ and the procedures followed for preparation and approval of the West End <br />Community Development Plan and hearings thereon are hereby approved and it is <br />hereby found and determined that the above West End Community Development Plan <br />conforms to and is In compliance with the applicable prov'sions of the Codified <br />Ordinances of the City of Lakewood. <br /> <br /> Seddon 6. That it is hereby found and determined that the West End Community <br />Development Plan will afford maximum opportunity consistent with the sound needs of <br />the City as a whole for revitalization and redevelopment of the West End District by <br />private enterprise; that the West End Community Development Plan gives due <br />consideration and is in conformity with the Za~-ewooo' Cor/Tmun/ty Fis/o/~, the general <br />plan of the City, and the workable program for community improvements of the City. <br /> Se~on 7. lit is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this emergency Ordinance were adopted in <br />an open meeting of this Coundl, and that all such deliberations of this Coundl and any <br />of its committees that resulted in such formal actions, were in meetings open to the <br />public in compliance with all legal requirements. <br /> <br /> Section 8.
