Ordinance No. 56-05A <br /> <br />FitzGerald, M~digan, Seelie. <br /> <br /> AN ORDINANCE to take effect immediately provided it receives the affirmative <br />vote of at least five (5) members elected to Council otherwise, it shall take effect and <br />be in force after the earliest period allowed by law, amending Ordinance No. 56-05, <br />adopted .]uly 18, 2005 for the purpose of including $10,000 in CDBG funds in a grant to <br />Lakewood Senior Citizens Inc. and authorizing the Mayor, on behalf of the City, to enter <br />into agreements with the Cuyahoga Housing Consortium ("Consortium'% the Cuyahoga <br />County Department of Development and Lakewood Senior Citizens, Inc. for participation <br />the U.S. Department of Housing and Urban Oevelopment (HUD) HOME Program <br />("Program'O in an amount not to exceed One Hundred Seventy-Four Thousand Eight <br />Hundred Dollars ($174,800) and CDBG funds in an amount not to exceed Ten Thousand <br />Dollars ($10,000) for use in renovations for ADA compliance, conversion of existing <br />efficiency units to one bedroom units and any other use found to be consistent with <br />the HOME Program and CDBG requirements: <br /> <br /> WHEREAS, Lakewood Senior Citizens, Inc., operated as the Westedy Apartments, <br />has been providing quality housing, services and acUvities to our seniors dtizens; and <br /> <br /> WHEREAS, the Westerly Apartments were constructed in the 1960's and <br />currently lack handicapped accessible facilities that are crucial to the continued <br />provision of quality services to 'our seniors; and <br /> <br /> WHEREAS, currently the Westerly Apartments are 400 square foot efficiency <br />units that often remain vacant due to the size and Sack of separate sleeping quarters; <br />and <br /> <br /> WHEREAS, this grant will allow Lakewood Senior Citizens, Inc. to convert six (6) <br />efficiency units into four (4) 600 square foot single bedroom units; and <br /> <br /> WHEREAS, each one bedroom unit would be completely handicapped accessible; <br />and <br /> <br /> WHEREAS, the City would like to extend assistance in the form of a grant of <br />HOME Program Funds in the amount of $174,800 and a grant of CDBG Funds in the <br />amount of $10,000 to assist with this project; and <br /> <br /> WHEREAS, this grant will further fair housing within the City of Lakewood by <br />making more ADA compliant housing available within the City of Lakewood to Iow and <br />moderate income seniors; and <br /> <br /> WHEREAS, this Council by a vote of at least five (5) members elected thereto <br />determines that this ordinance is an emergency measure, and that this ordinance shall <br />take effect at the earliest date possible as set forth in ARTICLE III, SECTONS l0 and <br />13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD; and that it is <br />necessary for the immediate preservation of the public property, health and safety, and <br />to provide for the usual daily operation of municipal departments in that this project is <br />scheduled to be completed this construction season, Now Therefore, <br /> <br /> <br />
