That the Director of Finance be and Is hereby authorized to draw <br />checks upon the CIty depository's for the amounts appropriated In this ordinance <br />whenever dalms are presented, properly approved by the head of the <br />department for which lI1e Indebtedness Is Incurred. <br /> <br />SectIon 4. That this ordinance Is hereby dedared to be an emergency <br />measure necessary to provide for the usual dally operation of the City for the <br />reasons set forth and defined In lI1e preamble to this ordinance, and provided It <br />receives the affirmative vote of at least five of Its members elected to Coundl, <br />this ordinance shall take effect and be In force Immediately upon Its adoption by <br />lI1e Coundl and approval by the Mayor; otherwise, It shall take effect and be In <br />force after the earliest period allowed by law, . <br /> <br />SectIon 5.
