When a permit has been issued, no person shall take pad[ in the management or <br /> direction of the parade held thereunder, unless he is named in the application, nor shall <br /> such parade be held at any other time or on any other route than that named in the <br /> apPlication, nor shall any person participate in such parade if it contains a number of <br /> participants, vehicles or equestrians more than fifty percent greater than that stated in <br /> the application, nor shall any person in such parade display, by sign, banner or <br /> otherwise, any egend not completely set forth n the aPPlication, or knowingly give any <br /> false or misleading information on the application for a parade permit. <br /> <br /> 557.07 FEES. <br /> For each permit issued for a parade, a fee of two dollars ($2 00) shall be paid by <br />the applicant upon making application therefor, provided, however, that if the permit is <br />refused, such fee Shall be returned to the person paying it. <br /> <br /> 557.08 FORM OF PERM1T. <br /> Each permit when issued, sha have attached thereto a duplicate copy of the <br />application provided for in Section 557.05, s gned by the applicant and each permit shall <br />be in such form as the Director of Public Safety shall prescribe. <br /> <br /> 557.09 REFUSAL AND REVOCATION OF PERMIT. <br /> The Chief of Police may refuse to ssue such permit if the applicant or group, <br />organization or persons represented by the appl cant, sha have previously violated the <br />provisions of a similar permit, or sha have violated any of the ordinances of the City, or <br />laws of the State or Of the United States in connecton with a previous parade or <br />procession in or upon the streets, parks or public grounds of the City or elsewhere, Or if <br />by reason Of the nature of the Proposed parade or of the character and type of the <br />objective tO be promoted thereby, or for any other reason, the Chief of Police shall be <br />of the opinion that the granting of such permE for the proposed parade will result in, <br />provoke Or tend to provoke disorderly conduct Or create a disturbance or will result in <br />the violation of the ordinances of the City of the laws of the State or of the United <br />States. <br /> The permit herein provided for may be revoked at any time by the Chief of Police <br />for the reasons herein set forth for the refusal of the same, provided that notice of such <br />revocation shall immediately be given to the applicant. <br /> <br /> 557.99 PENALTY. <br /> Whoever violates any provision of this chapter is guilty of a minor misdemeanor. <br /> <br />shall be and is hereny amended to read as follows: <br /> <br />557.0:~ DEFINiTiON. <br />a ade or spec,al event means a group of ten or more persons on foot, or <br />three or more vehicles or equestrians standing or moving upon any public highway or <br />public ground, under common control Or direction. This definition sba not include any <br />governmental officers or employees acting in their capacty as such, or persons under <br />their direction, any military organization, any funera process on or any person while <br />engaging in his lawful employment in business or trade. ~ <br /> <br /> 557.02 PERMIT REQUIRED. <br /> No person shall take part in any parade or special event unless a permit for the <br />parade has been issued as herein provided. <br /> <br /> 557.03 DRIVING THROUGH PARADES. <br /> No person shall drive a vehicle through a parade or special event except with <br />permission of a police Officer. <br /> <br /> 557.04 PERMIT AND APPLICATON. <br /> (a) Except for parades or special events sponsored by the City including, but <br />not limited to, holiday parades, block parties, commemorations, social gatherings, tours <br />and similar events, no person or organization shall sponsor or conduct a parade or <br />special event without first obtaining a permit from the Chief of Police or his/her <br />designee. The application for such a permit shall be filed with the Chief's designee not <br />less than 45 days prior to the parade or special event, and shall include the following <br />information: <br /> (1) The name and address of the applicant and of all other persons <br /> who will have complete or partial charge of the parade; <br /> <br /> <br />
