property shall be made available to members of the public for use for an event, unless <br />the event is sponsored by the City of Lakewood. <br />(b) Fees for the use of said property shall be as follows: <br />Weekday <br />Resident or Lakewood Community Group $25.00/hr <br />Others 50.00/hr <br />Weekend/Holiday <br />Resident or Lakewood Community Group $40.00/hr <br />Others 80.00/hr <br />(c) In addition to usage fees, users shall be responsible for reimbursing the <br />City for security guards or grounds keepers in the amount of fifteen dollars ($15.00) per <br />hour for the purpose of opening and closing the properly and ensuring that the <br />property is returned to its original condition. <br />(d) A security deposit must be made with the Department of Public works in <br />the amount of $200. The Security Deposit will be refunded less any damages or <br />cleaning services required. The user shall be billed for actual damages exceeding the <br />security deposit. <br />(e) Usage fees and deposits shall be waived for the Lakewood Board of <br />Education using the facilities for any governmental purpose or function. The Lakewood <br />Board of Education shall be responsible for all security charges. <br />(f) Each user shall be required to sign a rental agreement for use of said <br />property in a form approved by the Director of Law. Such agreement shall contain a <br />requirement of a minimum two. (2) hour rental of any property. <br />Section 2. This ordinance shall apply to any executed rental agreements for <br />City properly that are accompanied by the appropriate deposit and received after the <br />effective date of this legislation. <br />Section 3. It is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this ordinance were adopted in an open <br />meeting of this Council, and that all such deliberations of this Council and of any of its <br />committees that resulted in such formal action were in meetings open to the public in <br />compliance with all legal requirements. <br />Section 4. That this ordinance is hereby declared to bean emergency measure <br />necessary for the immediate preservation of the public peace, property, health, safety <br />and welfare in the City and for the usual daily operation of the City for the reasons set <br />forth and defined in the preamble to this ordinance, and provided it receives the <br />affirmative vote of at least five (5) of its members elected to Council, this ordinance <br />shall take effect and be in force immediately upon its adoption by the Council and <br />
