905.02 HOURS OPEN TO PUBLIC. <br />(a) Parks shall be open daily for use by he general public. <br />(b) Except as provided in subsection (~ hereof, no person other than an on- <br />duty employee of the City shall enter into or remain within the limits of Lakewood Park, <br />Madison Park or Kaufman Park between the hours of 11:00 p.m. and sunrise. <br />(c) No person other than an on-duty employee of the City shall enter into or <br />remain within the limits of Webb Park, Wagar Park, Edwards Park or Cove Park, during <br />the time from one hour after sunset to sunrise. <br />(d) No person, other than an on-duty employee of the City, shall enter into or <br />remain within that area of Lakewood Park, north of the existing most northerly fence <br />line, between the hours of 11:00 p.m. and 6:00 a.m. of the following day, and at such <br />times as the Director of Public Works deems it necessary due to special events and/or <br />weather conditions. Special permission may be granted, in writing, by the Director of <br />Public Safety or the Director of Public Works, to persons to use this area. <br />Section 2. It is found and determined that all formal actions of this Council <br />concerning and relating to the passage of this ordinance were adopted in an open <br />meeting of this Council, and that all such deliberations of this Council and of any of its <br />committees that resulted in such formal action were in meetings open to the public in <br />compliance with all legal requirements. <br />Section 3: That this ordinance is hereby declared to be an emergency measure <br />necessary for the immediate preservation of the public peace, property, health, safety <br />and welfare in the City and for the usual daily operation of the City for the reasons set <br />forth and defined in the preamble to this ordinance, and provided it receives the <br />affirmative vote of at least five (5) of its members elected to Council, this ordinance <br />shall take effect and be in force immediately upon its adoption by the Council and <br />approval by the Mayor otherwise, it shall take effect and be in force after the earliest <br />period allowed by law. <br />Adopted: ~~^~ ~- 3, ~-~ U ~ ~%~GJ. ~-~----- <br />PRESIDENT <br />Approved:` ~ ~'~~ <br />~~ // C-L'P Lti~.- <br />CLERK <br />MAYOR <br />
