PLACED ON 1ST READING & REFERRED TO <br />THE COMMITTEE OF THE WHOLE 4/6/09, <br />2ND READING 4/20/09. <br />ORDINANCE N0. 42-09 BY: Antonio, Bullock, Butler, <br />Dever, Madigan, Powers, Summers. <br />AN ORDINANCE to take effect immediately provided it receives the <br />affirmative vote of at least five (5) members elected to Council otherwise, it shall <br />take effect and be in force after the earliest. period allowed by law, to repeal <br />Section 149.07, Longevity Compensation, of the Lakewood Codified Ordinances. <br />WHEREAS, the Administration wants to move from a "length of service" <br />based service recognition system to a merit based service recognition; and <br />WHEREAS, the Administration is requesting authorization to begin a Merit <br />Bonus system along with the suggested repeal of the Longevity Compensation; <br />and <br />WHEREAS, this Council by a vote of at least five (5) members elected thereto <br />determines that this ordinance is an emergency measure, and that this ordinance shall <br />take effect at the earliest date possible as set forth in ARTICLE III, SECTONS 10 and <br />13 of the SECOND AMENDED CHARTER OF THE CITY OF LAKEWOOD, and that it is <br />necessary for the immediate preservation of the public property, health and safety, and <br />to provide for the usual daily operation of municipal departments in that Longevity <br />Compensation is payable beginning in June. Now Therefore, <br />BE IT ORDAINED BY THE CITY OF LAKEWOOD, STATE OF OHIO: <br />Section 1. That Section 149.07, Longevity Compensation, of the <br />Lakewood Codified Ordinances, currently reading as follows: <br />149.07 LONGEVITY COMPENSATION, <br />(a) For purposes of this section: <br />(1) "Full-time hourly and salaried employees" shall have the same meaning <br />as in Section 149.01, but excluding elected officials and directors. <br />(2) "Year" means 365 days or, in the case of a leap year, 366 days. <br />
