impede the movement of other vehicular traffic. <br />(e) The operator of a taxicab shall not stand or park such vehicle upon any <br />street at any place other than in a taxicab stand so designated and posted as such. <br />This provision shall not prevent the operator of a taxicab from temporarily stopping in <br />accordance with other stopping or parking provisions at any place for the purpose of <br />and while actually engaged in the expeditious loading or unloading of passengers. <br />351.21 POWERS OF DIRECTOR OF PUBLIC SAFETY. <br />In addition and subject to the specific provisions of this Traffic Code relative thereto, <br />the Director of Public Safety is hereby authorized to promulgate regulations designating <br />street areas wherein: <br />(a) Parking shall be limited to specified periods of time; or <br />(b) There shall be no parking at any time, when in his judgment the public <br />safety or welfare requires such limitation. (Ord. 3-61. Passed. 2-6-61.) <br />(c) The Director is hereby authorized to exempt residents on those streets upon <br />which parking is prohibited between the hours of 3:00 a.m. and 6:00 a.m. daily and <br />between the hours of 8:00 a.m. and 4:00 p.m. daily from such prohibitions and to <br />exempt residents from the 8:00 a.m. to 4:00 p.m. snow emergency parking ban as <br />provided in Section 351.26(c) provided such residents qualify for such exemption under <br />rules and regulations as shall be established by the Director and approved by Council <br />relating thereto. Applications for such exemptions shall be filed with the Director who <br />may issue a parking permit for any motor vehicle owned by a qualified applicant. A fee <br />of five dollars ($5.00) shall be charged for each permit issued hereunder and such <br />permit shall expire on June 30 following the date of issuance. There shall be no <br />proration of the permit fee required herein. <br />(Ord. 5-82. Passed 2-1-82.) <br />No such regulation shall permit parking in any of the places specifically prohibited by <br />this Traffic Code or by law, nor shall any such regulation limiting the time of parking or <br />forbidding parking be deemed to apply on Sundays, holidays other than Saturday <br />afternoon, or between the hours of 6:00 p. m. and 7:00 a. m. unless the regulations <br />and the sign evidencing the same specifically so state, provided, further, that no such <br />regulations shall be construed to permit parking on both sides of streets, the pavement <br />of which is twenty-six feet or less in width. Such regulations shall become effective <br />upon delivery of a copy to the Chief of Police, upon publication once in a newspaper of <br />general circulation in the City and upon erection of signs sufficient in number to apprise <br />the ordinarily observant person of the existence of the regulations and such regulations <br />shall continue to have the force and effect of ordinances until rescinded by the Director <br />of Public Safety or disapproved by ordinance of Council. <br />(Ord. 3-61.
