(b) Without usage in the usual and ordinary manner even though such vehicle is <br />moved from place to place on the same street. <br />The term "disabled" means a flat tire or such mechanical defect that such vehicle <br />cannot be operated under its own power or on public streets in compliance with <br />statutory or ordinance requirements. (Ord. 4830. Passed4-21-52.) <br />351.19 PERMIT FOR RESERVED SPACE. <br />(a) The Director of Public Safety may, on application made by the owner or <br />occupant of any building, issue a permit to such owner or occupant to mark with white <br />paint a portion of the curb not exceeding twenty feet in length in front of such building <br />at which portion of such curb no vehicle shall stop, except while discharging passengers <br />or merchandise at stated hours set forth in the permit. The permit issued in such cases <br />shall designate the portion of the curb to be marked and the time of day during which <br />vehicles may not stop as provided for herein. <br />(b) The person to whom such permit is issued shall be required to display a sign <br />erected on a stanchion set at the curb setting forth the hours during which vehicles may <br />not stop as provided herein. The stanchion shall carry in words and figures the <br />following: "Permit Number ", and in the blank space shall be inserted the <br />number of the permit. The permit hereby authorized may be revoked at any time by the <br />Director of Public Safety. <br />(Ord. 4830. Passed 4-21-52.) <br />351.20 BUS STOPS; TAXICAB STANDS. <br />(a) The Director of Public Safety is hereby authorized to establish bus stops and <br />taxicab stands on such public streets in such places and in such number as he shall. <br />determine to be of the greatest benefit and convenience to the public. Every bus stop <br />and taxicab stand shall be designated by appropriate signs. <br />(b) No person shall stop, stand or park a vehicle other than a bus in a bus stop, <br />or other than a taxicab in a taxicab stand when any such stop or stand has been <br />officially designated and appropriately posted, except that the driver of a passenger <br />vehicle may temporarily stop therein for the purpose of and while actually engaged in <br />loading or unloading passengers when such stopping does not interfere with any bus or <br />taxicab waiting to enter or about to enter such zone, and then only for a period not to <br />exceed three minutes, if such stopping is not prohibited therein by posted signs. <br />(c) The operator of a bus shall not stop, stand or park such vehicle upon any <br />street at any place for the purpose of loading or unloading passengers or their baggage <br />other than at a bus stop so designated and posted as such, except in case of an <br />emergency. <br />(d The operator of a bus shall enter a bus stop on a public street in such a <br />manner that the bus when stopped to load or unload passengers or baggage shall be in <br />a position with the right front wheel of such vehicle not further than eighteen inches <br />from the curb and the bus approximately parallel to the curb so as not to unduly <br />18 <br />
