of five dollars ($5.00) shall be charged for each permit issued hereunder and such permit shall expire on June 30 following the date of issuance. There shall be no proration of the permit fee required herein. (Ord. 5-82. Passed 2-1-82.) No such regulation shall permit parking in any of the places specifically prohibited by this Traffic Code or by law, nor shall any such regulation limiting the time of parking or forbidding parking be deemed to apply oh Sundays, holidays other than Saturday afternoon, or between the hours of 6:00 p. m. and 7:00 a. m. unless the regulations and the sign evidencing the same specifically so state, provided, further, that no such regulations shall be construed to permit parking on both sides of streets, the pavement of which is twenty-six feet or less in width. Such regulations shall. become effective upon delivery of a copy to the Chief of Police, upon publication once in a newspaper of general circulation in the City and upon erection of signs sufficient in number to apprise the ordinarily observant person of the existence of the regulations and such regulations shall continue to have the force and effect of ordinances until rescinded by the Director of Public Safety or disapproved by ordinance of Council. Violation of any such regulations shall be subject to the provisions and penalties provided and prescribed in Section 303.99 and to the waiver prescribed in Section 351.99. (Ord. 3-61. Passed 2-6- 61. ) 351.22 POWERS OF CHIEF OF POLICE. The Chief of Police shall have authority to cause to be towed from the street, park or public grounds, any vehicle improperly parked or in case the owner or driver thereof has ignored two or more parking violation notices. (Ord. 47-55. Passed 9-19-55.) 351.23 METHODS OF PARKING. (a) Except on one-way streets as provided in subsection (b) hereof, and except where angle parking is permitted by ordinance, every vehicle stopped or parked upon a street where there is an adjacent curb shall be stopped or parked with the right-hand wheels of such vehicle parallel with and not more than twelve inches from the right- hand curb unless it is impossible to approach so close to the curb and in such case the stop shall be as close to the curb as possible and only for the time necessary to discharge and receive passengers or to load or unload merchandise. (b) Parking of vehicles with the left-hand wheels adjaceht to and within twelve inches of the left-hand curb of a one-way street may be permitted by regulation promulgated by the Director of Public Safety provided appropriate signs are erected. (c) No vehicle shall be stopped or parked on a street with the vehicle facing in a direction other than the direction of travel on that side of the street. 8
