number of the permit. The permit hereby authorized may be revoked at any time by the Director of Public Safety. (Ord. 4830. Passed 4-21-52.) 351.20 BUS STOPS; TAXICAB STANDS. (a) The Director of Public Safety is hereby authorized and required to establish bus stops and taxicab stands on such public streets in such places and in such number as he shall determine to be of the greatest benefit and convenience to the public. Every bus stop and taxicab stand shall be designated by appropriate signs. (b) No driver of any vehicle other than a bus shall stand or park in an officially designated bus stop, and no vehicle other than a taxicab shall stand or parkin an officially designated taxicab stand, except that the driver of any passenger vehicle may temporarily stop in any such stop or stand for the purpose of and while actually engaged in the loading or unloading of passengers. (c) No driver of any bus or taxicab shall stand or park upon any street in any business district at any place other than at a bus stop or taxicab stand respectively, except that this. provision shall not prevent the driver of any vehicle from temporarily stopping in accordance with other stopping or parking regulations at any place for the purpose of and while actually engaged in loading or unloading passengers. (d) No driver of any bus shall stop or stand for the purpose of and while engaged in loading or unloading of passengers, unless such bus is parallel to the curb and within twelve inches of such curb. (Ord. 77-57. Passed 10-7-57.) 351.21 POWERS OF DIRECTOR OF PUBLIC SAFETY. In addition and subject to the specific provisions of this Traffic Code relative thereto, the Director of Public Safety is hereby authorized to promulgate regulations designating street areas wherein: (a) Parking shall be limited to specified periods of time; or (b) There shall be no parking at any time, when in his judgment the public safety or welfare requires such limitation. (c) The Director is hereby authorized to exempt residents on those streets upon which parking is prohibited between the hours of 3:00 a.m. and 6:00 a.m. daily and between the hours of 8:00 a.m. and 4:00 p.m. daily from such prohibitions and to exempt residents from the 8:00 a.m. to 4:00 p.m. snow emergency parking ban as provided in Section 351.26(c) provided such residents qualify for such exemption under rules and regulations as shall be established by the Director and approved by Council relating thereto. Applications for such exemptions shall be filed with the Director who may issue a parking permit for any motor vehicle owned by a qualified applicant. A fee 7
