Proposed Ordinance 53-10. Substituted October 18, 2010. <br />Application for permits to erect, place, paint, illuminate or alter a sign shall be made by <br />the owner or owner's agent of the property for which a sign is proposed. The <br />application shall be submitted on forms furnished by the City and shall be made either <br />separately or with the application for a building permit. The fee for a sign. permit shall <br />be established by separate ordinance. <br />(a) In all use districts, a sign permit shall be required for all permanent signs which <br />exceed three square feet in area. <br />(b) A description of the application procedure and graphic illustration of required <br />information is outlined in the City of Lakewood °Sign Review" handbook. Each <br />application shall be accompanied by drawings to scale and photographs, showing the <br />following: <br />1. The design and layout proposed, including the total area of signs,. the size, <br />height, character, materials, colors and type of lettering or other symbols. <br />2. Photographs or drawings of the building for which the signs are proposed and <br />photographs of surrounding buildings, signs and uses. <br />3. The number and types of lamps and lens material to be used in any illuminated <br />signs. <br />4. The exact location of the sign in relation to the building and property. <br />5. Details and specifications for construction, erection and attachment as may be <br />required by the Building Code. <br />(c) A sign permit is applicable .only to the specific sign for which it is granted. Once a <br />sign permit is granted, no temporary or permanent signs shall be attached or added <br />to the given sign. (Ord. 58-79. Passed 7-16-79) <br />(d) All signs shall be approved by the Board of Building Standards. However, the <br />Building Commissioner is authorized to issue canopy, wall, window and awning <br />signs, as defined in Section 1329.03(c)(1), (7), (8) and (9), without additional Board <br />approval, for any structure that has. been previously reviewed by the Board of <br />Building Standards /Architectural Board of Review, where a building standard for <br />uniform signage has been established for two or more retail, mercantile or other <br />business occupancies and where the new signage is in conformity with the general <br />.plan for the building and complies with all other applicable sections of this chapter. <br />(e) The Building Commissioner may issue permits for temporary signs, as defined in <br />Section 1329.03(b)(10), not to exceed four permits to an applicant relative to a <br />specific sign per twelve-month period. <br />(f) The repainting of existing signs the same color, size and message shall be <br />considered maintenance, and no permit shall be required. <br />(Ord. 27-92. Passed 4-6-92.) <br />1329.13 MAINTENANCE AND REMOVAL OF SIGNS. <br />All signs and. sign structures shall be maintained in a safe and attractive condition. Signs <br />which and longer serve the purpose for which they were intended, or which have been <br />abandoned or are not maintained in accordance with this chapter and other applicable <br />regulations of the City shall be removed by the latest permit holder or by the City at the <br />expense of such permit holder. <br />Whenever the removal or maintenance of any sign has been ordered by the Building <br />Page 13 of 28 <br />
