stalled or used anywhere within the City. It shall be the duty of every person purchasing any such articles, at the time of making such pur- chase, to give to the seller a statement in writing signed by each pur- chaser, or his duly authorized agent, setting forth the correct address or addresses of the building or buildings in which such articles aze to be installed and used. (b) The report herein provided for shall be in writing, shall be delivered or mailed to the Inspector within seven days after such sale and shall con- tain the name and address of the purchaser and the location of the building in which each article is to be installed or used. (c) The provisions of subsections (a) and (b) shall not apply to: (1) Wholesale transactions made for the purpose of resale; or (2) The sale of fuel-burning devices for producing heat or refuse- buming devices sold for use in buildings used exclusively for private residence purposes in which the number of families occupying apartments is less than four. (d) For the purpose of obtaining facts with respect to the compliance with subsections (a) and (b) hereof The Inspector or Deputy Inspectors of the Division of Smoke Inspection and Regulation aze hereby authorized to enter at all reasonable business hours upon and into the places of business of any person, firm or corporation engaged in the selling of re- fuse or fuel-burning devices, and to examine all books, papers and re- cordspertaining to the sales. 761.15 USE OF PLANT; CERTIFICATE REQi7IItED; EXEMPTIONS. No person shall use any new, reconstrncted or repaired plant, or any plant duly sealed under the provisions of this chapter, for the production and generation of heat and power, or either of them, or for the burning of refuse, until he has first obtained a certificate from the Inspector certifying that the plant is so con- structed that it will do the work required with the type of fuel and equipment used, and that, in the opinion of the Inspector, it can consistently be so managed by an ordinary person that, in burning the type of fuel in the manner specified in the permit, no dense smoke will be emitted from the chimney connected with the fiunace or firebox in violation of the provisions of this chapter; and until a no- tice of the size, type and kind of fuel, and the manner of burning the fuel, as specified in the permit, has been prominently displayed and permanently at- tached to such plant. The foregoing provisions of this section shall not apply to any plant for the generation of heat or for the burning of refuse in buildings used exclusively for private residence purposes in which the number of families oc- cupying apartments is less than four., The issuance and delivery by the Inspector of any pernut or certificate for the constrnction, reconstruction, alteration or re- pair of any plant or chimney connected with a plant shall not be held to exempt any person to whom any such permit or certificate has been issued and deliv- ered, or who is in possession of any such permit or certificate, from prosecution on account of the emission of dense smoke, fly-ash, soot, cinders, noxious acids, fumes or gases caused or permitted by any such person. 761.16 APPROVAL OF CHIlVINEYS; LIMITATIONS ON USE OF SUR- FACE FUEL BURNERS.
