break a seal of any boiler or heating or refuse-burning apparatus that has been <br />duly sealed by the Inspector unless authorized by the Inspector in writing. <br />761.19 INTERFERENCE: WITH INSPECTOR. <br />No person shall refuse to comply with any of the provisions of this chapter, or in <br />any manner hinder, obstruct, delay, resist, prevent or in any way interfere or at- <br />tempt to interfere with the Inspector, Deputy Inspectors or police officers in the <br />performance of any duty herein provided, or refuse to permit such Inspectors or <br />officers to perform their duty by refusing them, or any of them, enhance at rea- <br />sonable hours to any premises in which the provisions of this chapter aze being <br />violated, or refuse to permit the inspection or examination of such building, es- <br />tablishment, premises or enclosure for the purpose of the enforcement of this <br />chapter. <br />761.20 OPERATION OF HOT WATER HEATERS. <br />All hot water heaters used for supplying hot water in dwellings or aparhnents <br />shall be operated by gas, oil, coke or smokeless coal. <br />761.21 HOURS OF OPERATION OF REFUSE-BURNING PLANTS; <br />STACK SCREENS. <br />Excepting any refuse-burning plant operated by the City, to which the provisions <br />of this section shall not apply, no person shall operate refuse-burning plants <br />more than one hour during any one day or at any time, except between the hours <br />of 6:00 a.m. and 7:00 a. m.. or between the hours of 6:00 p.m. and 7:00 p.m. All <br />fires in refuse-burning plants shall be completely extinguished prior to the ter- <br />mination of each burning period, that is, by not later than T00 a.m. and 7:00 p. <br />m., respectively, so as to prevent the "frying" of refuse and the emission of <br />smoke and odors by reason thereof. The stack or stacks of each refuse-burning <br />plant shall be equipped with a substantial screen of not over one-half inch mesh, <br />which shall be kept in good condition to the approval of the Inspector.. <br />761.22 PROSECUTIONS. <br />Prosecutions for all violations of this chapter shall be instituted by the Inspector <br />and shall be prosecuted in the name of the City.. <br />761.23 RESPONSHIILITY OF CITY; INSPECTOR'S RECORDS. <br />The City shall provide all instruments, books, papers and equipment which aze <br />necessary for the proper prosecution of smoke abatement work.. The Inspector <br />shall have charge of such instruments, books, papers and equipment and shall <br />deliver the same to his successor in office. The Inspector shall cause to be kept <br />in his office a complete record of all plans submitted and of all permits and cer- <br />tificates issued. He shall also cause to be kept a record of all plants, stacks, or <br />chimneys observed and of acts found to be in violation of the provisions of this <br />chapter. <br />761.24 INSPECTOR'S REPORT. <br />The Inspector shall make a report of his work or the work done under his direc- <br />tion to the Director of Public Safety and to Council annually, and at such other <br />times as required by Council or by the Director of Public Safety. <br />
