(b) Under circumstances where it is shown that the premises occupied
<br />has no rear yard or a rear yard where in the judgment of the Build-
<br />ing Commissioner, it would be impractical or impossible to have a
<br />yard sale, a special permit may be issued by the Commissioner al-

<br />tive calendar days.
<br />~ Hours of such sales shall be no earlier than 8:00 a.m. and no later
<br />than 6:00 p.m.
<br />Five signs, not to be affixed to front porches or utility poles, and
<br />measuring less than five square feet, may be temporarily displayed
<br />on or near the pYOnerty of the person conducting the sale one day
<br />prior to and during the operation of the sale. All signs must be re-
<br />movedwithin six hours of the sale.
<br />~ Except as may be specificallypermitted otherwise by the Director
<br />of Public Safety or his or her designee in case of requests such as
<br />streetwide or citywide coordinated sales, or in cases where it
<br />would be impractical or impossible to have a yard sale in the rear
<br />yard or garage, sales must be conducted in the rear yard of the
<br />DTODertV. as defined in Section 1103.02, or in the garage.
<br />Section 2. It is found and determined that all formal actions of this Council con-
<br />cerning and relating to the passage of this ordinance were adopted in an open meeting of
<br />this Council, and that all such deliberations of this Council and of any of its committees
<br />that resulted in such formal action were in meetings open to the public in compliance
<br />with all legal requirements.
